This memorandum simply documents our phone conversation of this
afternoon. In review of the St. Croix Mall PUD file, it was found
that both the upper mall and the lower mall were treated as a
singular unit with regards to its parking requirement. As such,
the excess in parking that exists in the upper mall could be
applied for the submarine sandwich shop in the lower mall. While
realistically the upper mall parking would not be used for the
lower mall businesses, technically this parking arrangement does
satisfy the PUD agreement.
One item of note, however, is that the site plan for the mall
expansion dated 10 October 1986, shows an excess of parking of 92
spaces. This excess was calculated from the original parking lot
design which contained only 52 foot parking tier widths. It was
a condition of approval to increase this width to 56 feet to
better accommodate parking maneuvers. A revised detail drawing
was submitted dated 31 March 1987 illustrating this increased
width, however, there is no indication on the effect this had on
the total number of spaces being provided. It is assumed the
increased width reduced the number of space provided, thus,
also reducing the excess parking. A determination should be
made on the revised parking provision and how many spaces remain
in excess to accommodate future business changes such as that of
the submarine shop.'
