New Business: A, Basketball Court Cost Estimates: City Administrator Johnson reported that rough estimates of'$ 3,000 to $5.000 to install a basketball caurt in the pleasure rink area of 1:10ke Part: were received. I reviewed the packet and agenda for the Parks Commission meeting 6/21, attended the meeting and presented a report. I checked several boulevard and park tree issues. in dune and most are included in the last paragraph under situ visits to residents. I also started checking ash on boulevards and bark areas to add to the list of ash removals in the fall under the EAB grant for structured removal. In June 1 attended. an I?AB Community Preparedness workshop. In June I also wrote articles for the son - i mer issue of the city newsletter. For both of these activities, costs were shared with the cities of Stillwater, Lake 11mo and Mahtomedi. '11ais month l inspected thte prai €•io rostoration planted last fall west. of Oldfield .Ave;.. There are; some problems with establislrrrrent of loth the cover crop and the prairie plants, so l confact d the installer, Prairie Restorations Inc. to find out the proble€n, Their deter€ Matio n was that some kind of herbicide had been applied to the site prior to scedi €tg of the prairie and cover crop. I contacted Xcel t raergy and was told that they had applied sortie herbicide to inhibit sturnp sprouting of some of the deciduous woody plants which were removed along with the Dines. Prairic Restorations is planning to mow the cover crop and may do Some re- seeding of the prairie; later in the summer. In June; I investigated a complaint from Xcel. Energy that public works staff front 01 were damaging trees planted between the ash landfill and the 58 St. oul- de-sac near Cover Park Manor, with weed trimmers. I consulted city staff and was told they do no maintetraance in that area. Xcel has not responded with any pictures, descriptions or dates of this activity. This month I also checked the Lowe 5 s site for dead trees reported by Julie Hultman. I inspected the site and made a list of dead trees which I sent to Jualie for contacting The property owner to re-- plant. In June I attended several site rovie'w rraeetings regarding the development application of Mite Castle. I reviewed the original landscape plan, plus revisions, and sent a report to OPH staff. During June I made site visits and re;tu €•reed telephone calls to residents regarding: tree removal (particularly the structured removal of ash), tree; planting, buckthorn management emerald ash borer, risk trees and broken, hanging branches, construction injury to trees, eriophyid Write galls on birch and maple, fungal leafspots on ash, rrraple, oaks, catalpa, tree roots in lawns, storm damage, tree W., and tree pruning. .fame: City work. = 26.5 hrs. According to a report from the National League of Cities, 7 in 10 city officials are responding to the economic crisis by making personnel cuts, while a pre- surnmer National Recreation and Parks Association survey found that 55% of its members suffered budget cuts in 2010 and 60% expect more in 2011. These funding cutbacks persist despite findings from a Centers for Disease Control and Prevention survey that only 20% of homes across the country have parks within a half mile. Counteracting these issues, First Lady Michelle Obama announced the launch of the Let's Move campaign in 2010, which is geared toward solving the childhood obesity issue within a generation through a variety of ways, including unstructured play. This massive undertaking coincides with objectives of Playful City USA — a national recognition program honoring cities and towns determined to prioritize play and ensure that children are healthy by providing the time and space for play. Without question, this is especially true for our children. Yet, according to a KaBOOM! Playground Poll conducted by Harris Interactive, 82% of parents believe children don't spend enough time playing outside and the National Survey of Children's Health reports that more than 113 of all U.S. children are overweight or obese. I have no doubts those two statistics are directly related. Children without a great place to play are at a substantially higher risk of being unhealthy. (This date was approved by T, Hodges) The event will be held at the City's Autumn Hills Park beginning at 10:00 a.m. This event will be publicized on the city's wobsite, sighs, and flyers placed at the parks. Volunteers to assist with the event have been coordinated with the sophomore National Honor Society from the Stillwater Area High School. A variety of events will be held during the USA Play Day. The first activity is "Free Family Bingo." Families will participate in a bingo game for troats alld prizes. This event is also a "kick off' for Oak Park Height's Sulnmor Park Programming, allowilig for discussion and distribution of information about future activities in the parks, Following bingo, families have been invited to bring a picnic lunch to enjoy at the park. This will allow families to utilize the park amenities; tables, park shelter and playground egoipntent. increasing residents' familiarity with the park will increase the likelihood of families returning to the park. Next, to incorporate the opportunity for service, families will be encouraged to participate in a clean -up of the park. Trash bags and gloves will be made available and kids of all ages will be asked to help clean tip the park. The will support the idea of ownership of the park and the importance of keeping it clean for play. The day will finish with the chance to come together and Inlay with games of adapted softball and or kickball. The games will he "adapted" to ensure children of all ages and skills are able to participate.
