Call to Order: Chair Eder caked the meeting to order at 6:30 p.m. Present: Commissioners Krieger, Viers, and Niedzolkowski; Vice Chair I- Iauble at 6:35 p.m., City Administrator Johnson, Arborist Widin, Public Works Director Kegley, and Comn Liaison McComber. Det)artment /Comillission Liaison Retorts: A. Arborist: Arborist Widin reported that the City received a grant from the Department of Agriculture [or Fmcrald Ash Borer planning and preparedness. She stated that the council approved the removal of'40 additional trees for a total of 100 trees. Widin stated 50 of them would be removed oil March 3, and the next 50 would be done in the fall. She stated there was an informational meeting planned for the public oil 1 Ash Borer on April 20 from 7:00 p.m. to 8:00 p.m. at Boutwells banding. Commissioner Krieger, seconded by Commissioner Niedzolkowski, moved to approve the Arborist's Report. Carried 5 -0. 13. Public Works Director: Public Works Director Kegley reported that the park shelters were set to officially open on the Friday of'Memorial Weekend. Ile stated the Soffit and fascia work at Valley View Park would be complete before the shelter was opened. Ile stated there was some patchwork to be done on the tennis courts at Swager Park. Commissioner Viers, seconded by Commissioner Krieger, moved to approve the Public Works Director's Report. Carried 5 -0, C. Other / Commission Liaison Retorts: City Administrator Johnson reported the City Council gave approval for an energy grant with it match of up to $ 10,000 for energy efficient light bulbs #or homeowners and a possible lighting retrofit at Brekke Park. lie stated that Bonestroo would work on the project at no cost to the City. Schedule Springy Parks Walkthrough: The Parks Commission scheduled the Spring Parks Walkthrough commening at 5:30 p.m. prior to the April Parks Commission Meeting beginning with Cover Park, then oil to Valley View Park and Swager Park. The Parks Walkthrough would continue prior to the May Parks Commission Meeting at Autumn Hills Park and Brekke Park. VIII. Old Business: A. Xcel l nert,)v Moelter Flv -Ash Site Uo date: City Administrator ,Johnson reported that closure of the fly -ash site was to occur in late 2011. Ile stated that x;600,000 was provided to the City Ior redevelopment of the site which can be r €sed at adjacent parks such as Valley View Park and Cover Park. Johnson slated lie was having a discussion with Xcel Energy about usage of the site over the next year. The Commission discussed reviewing the Comprehensive Park and Trail Plan, and then bringing this discussion item back in the l4rll. 1X. Informational: A. Next Meeting: Monday. Public Works D irector : Public Works Director Kegley reported that Autumn Ilills Park Shelter was open during the daytime hours, and the water at Valley View and Brekke Park shelters was to be turned on that Wednesday. I le stated the park shelters officially open oil May 28. Kegley reported that the Valley View soffit and fascia contract was signed, and the work would be completed prior to opening offlie parks on May 28. Public Works Director Kegley also reported Thal there were three positions open For summer park attendants, and the City received several applications. Ile reported he would be reviewing applications in the near future. Vice Chair Hauble, seconded by Commissioner Krieger, moved to approve the Public Works Director's Report. Carried 4 -0. C. Other / Commission Liaison Reports: Commission Liaison McComber reported that the Yellow Ribbon Community Open house was held on May 6 and was well attended. City Administrator Johnson reported that staff had moved into the clew City I Iall Facility that clay. Ile repotted the next phase would be demolition of the old City Hall facility, I Ie Stated that staff hoped to have the trails near the project Fully operational soon. V. Old Business: Al Discuss Parks Walkthroiwh: Chair Eder reported that the Parks Commission conducted a Nvallcthrough ofAutun - in Hills Park and Brekke Park prior to that evening's meeting and discussed a few short - €erin and long -term planning projects to look into. Public Works Director Kegley reviewed the list of discussion items for each park, At Autunin Hills Park the weeds were a concern. 1Ie stated he will look into whether funds were available to have a company come out and spray the weeds. The idea Jor a permanent amphitheater was discussed. Chair l:,der suggested discussing again alter the summer concert in the park that was planned. Commission Liaison MCComber stated it could be possible to get cluo €cs for an amphitheater prior to August when budget meetings commence. Park Programming Director /..,euli suggested waiting to scc how well the portable amphitheater worked. She suggested that if it worked well.. the (`ity could look into purchasing a portable one that could be used at any park. Chair 1 "der suggested that for the neat meeting, the Parks Comr111SSiOnei'S could research permanent band shelters. City Administrator Johnson stated that the city intern could do r'esear'ch as well. Vice Chair Hauble suggested that a cost estimate for a new or used portable be obtained. Public Works Director Kegley reported that the Parks Commission discussed the possibility of'Boutwells Landing planting a flower garden at Autumn Hills Park. Commission liaison McComber stated she would meet with Liz Jefferson o1' Boutwells Landing to discuss the idea. Kegley stated that other concerns were adding more picnic tables to the parks and adding trash cans in the disc golf area at Bre1<ke Park. Ile stated the City will purchase more picnic tables and install more trash cans. Chair Eder suggested addim basketball hoops at either end ofthe pleasure rink at Brekke Park. Vice Chair I Iauble thought the City could then use the current basketball slab as a possible area f'or an open shelter. Chair Eder suggested obtaining the cost ol'painting lines on the concrete slab. Public Works Director Kegley stated that water from the rink i11ay wash the paint off, but he would do some research on it and report back at the neat Paris Commission sleeting. Vice Chair Ilauble suggested having someone look at the Brekke Park shelter for possible replacement of the shelter. City Administrator Johnson and Commission Liaison McComber stated that Cover ])al•1< shelter was in worse condition. Johnson stated the funds froln Xcel I ncrgy could possibly be used at Cover Park. Chair Eder suggested I•eplaccnicnt of the hockey boards, the Pence, and the playground structures at Brckke Park. He also suggested a small park near 58' Street and Oakgreen Avenue where the trail splits off. Eder suggested a park cast of Cover Park, as well. 1 le suggested that each Parks Commissioner review the park and trail comp plan eacli year. Commission Liaison McComber suggested the Parks Conimissioners rcvic\v and discuss the plan each February. Eder suggested it be on each June meeting agenda. Vice Chair l lauble requested that a chain at the clid of'the trail from the shelter to the playground at Valley View Park he installed. I -le also suggested a portable toilet be placed at Valley View Park prior to the shelter being opened each spring and that the limestone rocks at Valley View Park be placed in the drainage ditch area, B. Park and 'Trail Guide: ')lie Parks Commissioners reviewed the proposed Park and Trail guide and noted some changes. 'rhe guide. will come back to the commission at the next meeting. C. Playful Citv_USAC Uvdatc: Park Programming Coordinator Zeuli reported there will be a City kickball /softball game as a kick -of T event I'or Playful City oil ,June 12. Commission Liaison McComber reported that .tune 12 was chosen as Play Day for the City. Lculi discussed the possibility of'soccer clinics in August. (IiSADP), I would like to introduce the collective benefits of a dog park and request funding for the establishment of a dog park in the Stillwater area. The I¢SADP is a community orientated, non - profit organization that was fo€ fined i €€ August of 2009. At this tinie, the inai €€ goal of IiSADP is to create a fenced, off leash dog park. Future objectives include hosting educational, recreational, and charitable events that benefit anin €als and the community. I +SADP has collected hund reds of signatures supporting the creation of dog park. Support has also been demonstrated via an on- line survey on our website. The city of Stillwater has completed a preliminary investigation of potential sites. Before proceeding, the city would like to see a group in place that will help with the creation, maintenance, and fund raising for the parr. Therefore, a menioranduni of understanding (M ®U) between I +SADP and the city has beer fined. The MOO allows donors to make tax deductible contributions (b)(a)) towards the creation of a dog park and to be held in trust. also, the MOU states that should another municipality or private party provide a site, the funds can be transferred. Many factors will determine the final selection of the site (i.e. acreage, location, and cost). Cost will largely be determined by fencing, landscaping, and amenities such as weather structures, water supply, etc. Page 10 of 14 FSDAP hopes that all members of the community and not just dog owners will benefit from the creation of a dog park. Among the many advantages of dog parks are: • Allow dogs and people a place to socialize, build a sense of con and exercise dogs in a safe environment. • Socialized dogs are less aggressive and are generally better mannered. • Provide elderly and disabled dog owners with an accessible place to exercise and socialize their companions. • Promote public health and safety and offer a tool for realistic enforeen ent of clog control laws. • Grant a vehicle for endeavors that benefit the community as a whole. Therefore, the FSADI' is requesting a monetary contribution towards the construction of a dog parr. Out initial goal is to raise $25,0009 after our first fundraising event, we have raised more than 15% of our goal. Although it's a good stark, we have a ways to go! We are requesting any amount, and Nye appreciate your generosity and spirit of community. Thank you so much for your consideration in this matter.
