AC U R B A N P L A N N I N G D E S I G N M A R K E T R E S E A R C H /'/ f C8 1'r MEMORANDUM TO: Oak Park Heights Mayor and City Council FROM: Curtis Gutoske DATE: 23 February 1990 RE: Oak Park Heights - St. Croix Mall FILE NO: 798.02 - 88.28 In review of the St. Croix Mall sign situation, in particularly, the MGM and LeSalon sign requests, our office offers the following outline of the actions available to the City Council. This outline has resulted from an extensive review of the situations at hand including conversations with the Mall owners and subject tenants. The outline contains four basic questions we feel the Council must decide. They are as follows: 1. Are the existing doors for LeSalon and MGM desirable and do they fit into the functional circulation patterns of the Mall, or are they being maintained as a device to circumvent the intentions of the Sign Ordinance? 2. If the doors are not desirable, does their closure warrant the placement of exterior signs for MGM and LeSalon via the provisions of the PUD, and if so, what type of signs? 3. If the doors are acceptable, is the continued use of the existing LeSalon and MGM signs acceptable as part of the overall St. Croix Mall comprehensive signage plan? 4. If the existing LeSalon and MGM signs are not acceptable given the balance of the Mall's signage plan, a specific time frame should be set for their removal.
