HomeMy WebLinkAbout1990-02-20 NAC Memorandum C/11 ) ;ov MEMORANDUM TO: David Licht FROM: Bob Kirmis DATE: 20 February 1990 RE: Oak Park Heights - St. Croix Mall Expansion FILE NO: 798.02 - 88.28 Per your request, I have reviewed the approved St. Croix Mall expansion plans in response to questions raised regarding the MGM Liquor Warehouse store sign. According to Section 401.03.I.5.C(3) of the City Ordinance, signs such as presently exhibited by the liquor warehouse are prohibited unless the business is provided an exclusive exterior entry. While the attached site plan and building elevations (approved) do illustrate an exterior door to the liquor warehouse, it was our understanding that the entrance would be eliminated in 1990 (see attached sign plan summary). As a result of this understanding, our office recommended the MGM sign be removed as to comply with the Ordinance. If the facility's exterior entrance is to remain a permanent component of the Mall, a literal interpretation of the Ordinance would find the MGM wall- mounted sign permissible and in conformance with maximum size requirements. It should be noted that the allowance of the existing sign and the MGM exterior entry challenges the integrity of the "mall" concept. From a functional standpoint, the adjacent mall entry shall serve the same purpose and provide similar convenience as the existing exterior MGM entry. From an aesthetic viewpoint, the entry appears somewhat "applied" and is provided little architectural emphasis (see attached building elevation). The adjacent Mall entry, on the other hand, has been given extensive design treatment intended to initiate a visual "drawing" effect. The existing MGM wall - mounted sign, while conforming to maximum size requirements, also poses some visual compatibility concerns with the balance of the Mall's signage by presenting a contrasting style (i.e., lettering type, massing, etc.). As evidenced in past planning reports, our office has supported the removal of both the MGM exterior entry and the said wall - mounted sign. In an effort to resolve this sign issue, Curt Gutoske met with two MGM representatives this past week. Given the original City position of both sign and entry removal, Mr. Gutoske offered a compromise of sorts by suggesting the MGM facility pursue an awning /canopy sign similar to those proposed for Hardware Hank and Snyder Bros., while still eliminating the facility's exterior entry. Based on a summary of the said meeting, it is believed the MGM representatives were responsive to Mr. Gutoske's proposal and are awaiting a formal proposal by Mr. Henning, the developer. If MGM is in favor of the new sign, it would appear this problem would be resolved. If, however, MGM is opposed to a new sign, then the Council must decide what is to happen with the existing sign and what actions may follow by the developer.
