Dear Brad:
I have researched your sign question regarding the St. Croix
Mall. As we discussed, businesses within the Mall (or any
shopping center within the City) are allowed an individual
exterior identification sign if said business has an exclusive
exterior entrance. Please see the attached excerpt from the
Ordinance.
Le Salon currently falls under this provision, as such its sign
is conforming. If, however, its exterior entrance is eliminated,
its sign would become non - conforming. This non - conformity would
be a direct result from an intentional act of the property owner
and /or tenant. Because of this, the sign would have to be
removed as soon as it became non- conforming. The one year and
five year "grace" periods we discussed yesterday only apply to
signs made non - conforming by a change in the Ordinance.
With the Mall being a PUD, however, the flexibility exists to
have the exterior_ sign remain until the facade renovations are
complete. This flexibility may be incorporated if the exterior
entrance to Le Salon is closed prior to the completion of the
exterior improvements, whereby the sign would be non-
conforming. If you or the Le Salon tenant would like the sign to
remain beyond the completion of the facade renovation, a variance
would have to be applied for. I do not recommend this procedure
though, as it is doubtful the Council would grant such a
variance.
In regards to your question about the Mall theaters, it has
become apparent that you are approaching the stage where a
comprehensive signage plan needs to be submitted. Such a plan

would indicate all proposed exterior signage for the Mall and its
tenants, including directional signage. Within the attachment
noted earlier, you will find the Ordinance guidelines for the
Mall's signage. You may wish to pass this information along to
your architect developing the signage plan.
Regarding the Neil Olsen issue, I made contact with him this
morning and he indicated he has misplaced the response he got
back from Morris Brekke. This has been the cause for the delay
of Neil getting back to the City regarding their position on the
Osgood /57th /58th Street improvements. I was told he would
continue looking for Morris' response or he would ask Morris to
send another reply. Neil said he would copy you once he is able
to submit his final position to the City.

Ronald Jewelers is not allowed any exterior signage as it does not
have an exclusive exterior entrance.
Comments - The Ronald Jewelers wall sign is also in disrepair (see
picture)
LeSalon: The size and condition of wall identification sign is okay.
Mall Theatres: Prohibited Signs - Wall sign "Mall Theatres ". Nonconformities - Mall
Theatres does not have its own exterior entrance, thus it is not allowed
an outdoor wall sign. Plus the sign is located at an entrance which is
not directly related to the use being identified. Comments - Mall
Theatres is allowed an I.D. sign in the shopping center directory
which is to be less than 50 sq.ft. and located within 50 feet of
entrance being served.
