I spoke with LaVonne Wilson (Oak Park Heights City Clerk) this
morning and received an agenda for tonight's City Council
meeting. The first item is a public hearing for a T.I.F.
request by Watson Center Inc. for the St. Croix Mall Expansion.
Dan Wilson will be handling this matter.
The next item is a public hearing for a PUD amendment for the St.
Croix Mall expansion. While this is part of the same overall
project as the above T.I.F. request, the consideration of the PUD
amendment is given separately regardless of the actions taken on
the T.I.F. proposal.
I would like you to make the presentation for the PUD amendment
outlining what the proposal consists of and going through our
various recommendations. With regards to recommendation #1, I
spoke with Brad Henning of Watson Center (applicant) and he
indicated that the Mall has an independent parking agreement with
K -Mart, one of the Mall anchors. Within this agreement, K -Mart
specifies that the overall mall must meet a specified parking
rAGatio that is greater than the City's requirement of one stall
per 200 square feet of building area. Mr. Henning did not know
what the specific ratio was at this time. In recognition of
this, the 16 parking stalls that would be eliminated due to
recommendation #1 may not be acceptable by K -Mart. To
accommodate this, it was agreed upon by Mr. Henning and myself
that recommendation #1 should be revised to read as follows:
1. Curbed islands are provided as identified in Exhibit D or in
an alternate arranqement found acceptable by the City
Planner and landscaped in a compatible fashion with the
balance of the submitted site plan.
Please explain this change to the Council and if it is acceptable
by them, have the underlined text added to the recommendations of
approval.
With regards to other items on the agenda, Breckenridge
Development has submitted a final plat for an Auto Plaza
subdivision. I would like you to stay for the consideration of
this plat (Dan Wilson will be leaving after the Mall PUD
amendment). The Auto Plaza plat has been found to be acceptable
and you may not have to offer any comments other than to say
everything is okay.
While these are the only items concerning our office, I would
appreciate if you could stay for the duration of the meeting in
case other planning matters come up that require your expertise.
