HomeMy WebLinkAbout06-14-07 PC Recommending ResolutionA RECOMMENDING RESOLUTION OF THE PLANNING COMMISSION CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS OF FACT AND RECOMMENDING TO THE CITY COUNCIL THAT THE REQUEST BY MENARD INC. FOR A SITE PLAN /DESIGN GUIDELINES REVIEW FOR A REMODEL OF THE EXTERIOR OF THE GARDEN CENTER, INCLUDING THE ADDITION OF BI -FOLD DOORS AND A NEW ENTRANCE FOR THE MENARDS STORE AT 5800 KRUEGER LANE NORTH SHOULD BE APPROVED WITH CONDITIONS WHEREAS, the City of oak Park Heights has received a request from Menard Inc. for a site plan/Design Guidelines review for a remodel of the exterior of the garden center, including the addition of bi --fold doors and a new entrance for the Menards store at 5 800 Krueger Lane North; and after having conducted a review relative thereto, the Planning Commission of Oak Park Heights makes the following findings of fact: follows, to wit: and 1. The real property affected by said application is legally described as SEE ATTACHMENT A 2. The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items: and SEE ATTACHMENT B 3. The subject site is zoned B -2, General Business District. No conditional use permit or variances are necessary for this request, only site plan/Design Guidelines review; request; and 4. City staff prepared a planning report dated June 6, 2007 reviewing the 5. City staff recommended in the June 6, 2007 planning report that the request be approved with conditions; and 6. The Planning Commission held a review at their June 14, 2007 meeting, took comments from the applicants and public and made the following recommendation: NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION FOR THE CITY OF OAK PARK HEIGHTS THAT THE PLANNING COMMISSION RECOMMENDS THE FOLLOWING: A. The application submitted by Menard Inc. for a site plan /Design Guidelines review for a remodel of the exterior of the garden center, including the addition of bi -fold doors and a new entrance for the Menards store at 5 800 Krueger Lane North and affecting the real property as follows: SEE ATTACHMENT A Be and the same as hereby recommended to the City Council of the City of Oak Park Heights for approval with the following conditions: l . All changes to the sidewalk, crosswalk and addition of the bollards are subject to review and approval of the City Engineer. 2. The green overhang panels shall be installed above the door hinges to the roof line for the bi -fold and overhead doors on the west elevation of the garden center. 3. Green overhang panels shall be added on the south elevation to cover existing storage racks, resulting in a consistent overhang on the fagade. 4. The Planning Commission recommends that eight foot bituminous trails should be added on the west side of Krueger Lane and on the north side of .5 8 Street adjacent to Menards. Menards shall agree to pay for trail installation for the area adjacent to their frontages and at the discretion of the City Council. 5. The garden center lights under the canopy shall be shielded to full cut off. Plans for shielding the lights shall be sub* ect to review and approval of City staff. 6. Menards shall provide a plan for screening the materials storage area that faces east and is visible from 58"' Street, subject to review and approval of the City Council and City staff. .
