the original st. croix mall
Stillwater,is one of Minnesota's oldest settlements with many
historical buildings and sites of interest. It is a free -
standing community seperste from the Metropolitan area and will.
grow and develop significantly in the next twenty years.
Today Stillwater serves as a focus of recreational activity on
the St. Croix River as it has in the past since the popularization
of the automobile. The area has been a favorite for Sunday drives.
There are three large yacht harbors located nearby Stillwater.
The Central business district of Stillwater due to topographical
consideration is limited in size to an area of about six blocks.
Retail facilities were limited while the general community kept
expanding.
Through surveys which were taken, it was also found that people
from St. Croix County in Wisconsin were also shopping for goods
in Stillwater via the Stillwater bridge.
In 1966 a study for the Economic Analysis of a mall south of
Stillwater was made. From this study it was shown that the
need for a shopping mall was very real indeed. In the spring
of 1969, the newly constructed St. Croix Mall was opened.
The mall was anchored by Montgomery Ward, Red Owl, Snyder
Brothers Drug, and Duebers Department Store, The success of
the mall can be shown by the continuing success of these stores.
It is interesting to note that the St. Croix Mall Red Owl store
has had the second largest sales volume in its Twin City chain
of stores.

With a modest 10% increase per year from a population in 1965 of
about 12,500 people it can be estimated that the population of
1976 would be some 27,500 people or a doubling plus in population
for the area of Stillwater and surrounding Bay Port and Oak Park
Heights.
The following chart of Metropolitan Population trends and the
column contained therein for Washington County supports very
strongly the figure above.

Metropolitan Council Population Projections
As indicated during the seventies, both the Metropolitan area and
Washington County are projected to enjoy continued growth. How-
ever, Washington County is expected to have a higher growth rate
than the Metropolitan Area as a whole. The County's population
increase during the seventies will be approximately 35000 persons.
Between 1970 -1990 it is anticipated that Washington County will
surpass the population growth of Ramsey County showing an increase
of 102,910 persons in this twenty year period.

The influx of population into Washington County is largely due to
the expansion of Metropolitan Urbanization beyond Ramsey County as
well as the vitality of the economic base of the Stillwater Areas
This residential growth is anticipated for both the Minnesota and
Wisconsin sides of the St. Croix River.
Evidence of the rapid population growth in Washington County can be
seen by the April 1970 -April 1972 population growth record as
estimated by Metropolitan Council. In this two year period, Wash -
in ton County has expanded its population base by an estimated
9,622. persons. This is equivalent of 32 percent of the total ten
year growth experienced by Washington County from 1960 -1970.
The square footage of the St. Croix Mall has not kept pace with
the increase in population and thusly potential sales. Since the
opening of the Mall, the population of the area around Stillwater
has grown by over 60% while the Malls' square footage has been
expanded by about 20% leaving the need of over 40% more space in
• the mall today let alone the future needs of the community
tomorrow.

the trade area
of the st. croix mall
From analysis of the existing stores in the center and the analysis
of the draw of other shopping surrounding Stillwater and the center,
a trade area for the center can be delineated. This area would
extend from Highway 694 on the west to the St. Croix county
Wisconsin boundary on the east and Highway 12 on the south to
Highway 8 on the North.
Recent analysis of existing center tenents shows that they draw
customers from up to 50 miles inside Wisconsin. This same surve
also shows that the center draws from 10 -25 percent
volume from Wisconsin residents.
Review of towns in the Wisconsin portion.of the trade area shows
that only three communities, New Richmond, River Falls, and
Menominee are of a size that would offer any general merchandise
services. Thus, persons in this portion of Wisconsin must rely
on the general merchandise services of principally the Twin Cities
and to a lesser extent, Eau Claire, Wisconsin to the east.
It should be noted that primary highway access from most of this
area leads through Stillwater and past the St. Croix mall to
reach the Twin Cities. The center is thus in an excellent position
to intercept shoppers from Wisconsin as well as provide general
merchandise services to Wisconsin residents who work in the
Stillwater Area.
The Malls' trade area population amount to some 22,600 households
with a population of almost 74,000 persons. This figure represents
both the Minnesota and Wisconsin trade areas adjacent to the
St. Croix Mall.

peripheral business
As can be seen by the aerial photo and plan drawing of the mall,
highway 212/36 runs just to the north of the Mall with the Mall
within easy view from the highway.
Highways 212/36 carry most of the traffic between the Metropolitan
area and Stillwater and further into Wisconsin. When the Mall was
originally opened about 7500 vehicles per day traveled over this
road. Today this same road has a daily traffic flow of over
12,000 cars.
When the Mall was built, several businesses already existed near the
site of the Mall along this highway. Since 1969, many more
businesses have been built near the site of the St. Croix Mall.

Analysis of retail sales trends in the Wisconsin and Minnesota
portions of the trade area shows that the bulk of general
merchandise and furniture sales potential leaves the trade area.
This is shown in the following tables

As shown, a very small portion, 28 percent in Wisconsin and 19
percent in Minnesota, of the potential general merchandise sales
potential is now being met locally. Projecting the potential
general merchandise sales available from the primary trade area
shows a potential of $23,928 million dollars of sales available for
a department store. Factoring this potential by the portion of
sales now occurring locally provides a locally untapped volume of
general merchandise sales of $18,085 million dollars.

Conversation of general merchandise sales to G.L.A. square footage
of department store space shows a potential untapped demand of
278,230 square feet at a per square foot sales figure of $65.
Giving this locally untapped department store square footage
potential of 278,000 square feet a factor must be developed to
assess the draw of a portion of this potential to the subject
center. A recent residential survey of area residents shows that
one -third of Minnesota residents and 20 percent of Wisconsin
residents currently shop for general merchandise purchases in the
Stillwater area. This compares favorably with the 28 percent of
Minnesota residents who shop locally for general merchandise goods
as shown previously.
The future of the St. Croix Mall looks extremely bright. 30% of
the current tenants are looking for more space. 1975 has been
a banner sales year for all tenants and 1976 has already shown an
increase. The Mall has a very active Merchants Association, and
promotions are well attended. The association prints a yearly
promotional calander and uses both radio and newspaper for
promotions.

The mall will be doubled in size and the original mall will recieve
new exterior and interior treatment in the near future.
