Please review at your convenience, If you have questions, please contact me accordingly. I would appreciate a copy of the final draft for my files. I would expect that the quicker this letter con be finalized and sent, the better it will be for all concerned. This may avoid problems with expansions proceeding without proper review. DRAFT Swager Brothers Realty 5898 Omaha Avenue North Stillwater, Minnesota 55082 RE: St. Croix Mall Gentlemen: The City of Oak Park Heights was recently presented with a subdivision request by the G&F Development Corporation for the purpose of constructing a handball court/ racquet club in the St. Croix Bowl Area. This request which is now apparently being resolved through a number of modifications to the site configuration and layout has served to generate and identify a number of significant problems with regard to the St. Croix Mall Complex. Of major interest to the City was the receipt of detailed promotional material indicating substantial expansion of the mall's retail area. Also uncovered as part of the review process is the potential subdivision and sale of land without adequate definition of access and supportive facilities. This letter is being written at the direction of the City Council who wish to inform you that prior to any additional building or subdivision of land, you will be required to conform to the development regulations of the City. With regard to the subdivision ordinance requirements, you will have to provide details related to sewer, water, storm drainage, grading, public access or easements, and other improvement provisions stipulated. Due to the provisions of the zoning ordinance, you are also advised that it is probably to your benefit to consider applying for a planned unit development designation for the property. Additionally, in line with zoning stipulations, detailed and specific information is necessary on supportive parking and circulation, landscaping and buffering and screening of adjacent residential uses. We would like to emphasize that it is our desire to facilitate developments such as the St. Croix Mall which complement the community. It is, however, our intention that such developments be accomplished in a proper fashion to the advantage and protection of all concerned. In order to accomplish this end, the City is available to meet with you to outline in a more precise fashion the process and information which is required to accomplish your construction and development plans.
