Stillwater, Mn. 55082 Attn: Mr. Ken Heuer Re: Swager Mall File No. 55 Gentlemen: On August 14, 1978 a meeting was held with Mr. Norris Swager and Gordon Anderson, City Planner relative to the planning of the Swager Mall. Included in the dis- cussion was a review of the ring road, fire and emergency access, future build- ings, general parking, movement of vehicles in and out of the center and the drainage and fence along the south boundary. The need for a ring road must be maintained. It is essential that this road be established to assure peripheral movement of vehicles away from and around the center. This would pertain to the south side contiguous to the existing lots. This road will effectively make the center particularly with any new buildings. There must be an inner road network around the buildings. This road serves to provide access for emergency vehicles as well as all delivery and collection vehicles. The present setup must be improved or serious problems could result. There would be special concern if a two story walkout building is built later on the east side. The present road network should be maintained. Any effort to enlarge buildings to effectively reduce to present road alignment should be discouraged. A fence on the south side was reviewed to verify the effective use and problems if a curbing is placed about 10 to 20 feet from the south property line. The variance in distance may be needed to save existing trees. The fence can be placed along the south line from 2 to 6 feet off the property line, not necesr sarily in a straight line to prevent pedestrian cross through. The plan is work- able. No drainage problem should occur if the construction is carefully co- ordinated due to the reduced water vylume collected for the three easterly lots.
