It is the position of the staff at this time that the application as submitted is incomplete or unsubstantia -ed and that the following documents will be required in )rder to allow a review of the application and recommendati in of the City Council. Consequently, we are requesting that you produce the following documentation: 1.. A copy of the Purchase Agreement or sales agreements and all exhikits existing between the current owner of the property - or which tax increment financing is sought and yourself •)r your partnership. 2. Please provide an articulated and specific statement of substandard conditions and /or puilding Code violations which the current owner or yourselves allege to exist within thQ existing St. Croix Mail, which is to be affected by your p:;oposed project. 3. Please provide a rental projection of income from the existing and projected available rental space from the project :or the period of time over which you have requested tax increment financing. Also, please provide a cash flow analysis and projection of the.project for the same peric,d of time. 4. provide copies of existing leases and leasehold commitments that relate to this project. Identify the source of financing which you propose to use affecting the acquisition of the site from the current owner at well as that which affects your proposed construction to take place upon the facility and please provide Ietters of Intent or Commitment on that Financing. 1 6. Provide copies of construction bids and estimates obtained from the general contractor, together with bids and estimates obtained from subcontractors to be used on the project. 7. Provide a specific statement of the necessity for use of tax increment financing for the project. Your reference to "see atta -shed" contained within ITI, Subparagraph (b), of the application is insufficient. in the even: any of the documents above requested are unavailable ar do not exist, please provide an explanation. Voto's office on Friday aftern)on, April 28, 1989. 1'n reviewing the Application for flax T,ncre: ,ient I;inancing as Submitted by the applicant, it is immediate). apparent that there is a significant deficit of information t at has not been provided which will enable staff to make a rev ow of the application. we understand that the council wishe to a reasonable degree to accommodate the time constraints t at have been impressed upon this project by the developer owns /and applicant. We will endeavor, of course, to maintain a pace with those time constraints, however, we are wholly dependant at this stage upon the applicant producing reliable information that will allow us to analyze the application to determine compliance with the established policies as acopted by the City F1RA within the Redevelopment Flan. A matter of concern to staff in addition to the lack of documentation accompanying the application is what will appear to be a request from the applicant to significantly deviate from the City's established policy within the recently adopted Redevelopment Plan by the HRA. Y A significant amount of time will be spent within the upcoming days and weekz in reviewing this application.
