Box 2007 Stillwater, MN 55082 Re: Menards Site Plan Our File No. 55 Dear Mike: We have reviewed the plans submitted for the proposed Menards store to be located on Lot 1, Block 1 of the Brackey Addition and offer the following comments: . The proposed access street on the east side of the site shall have a minimum width of 40 feet from face of curb to face of curb and should show an additional 15 feet of easement east of the 60-foot right-of-way for pathway purposes. 2. All plantings adjacent to the roadways should be set back far enough so that the low canopy of the trees at mature growth will not encroach upon the public rights-of-way. The concept shown for access and utility service is acceptable and is subject to final design considerations. —4. The very high combination fence/pallet rack will have a very significant visual impact on the site. We believe that impact could be and should be minimized by including a four-foot-high berm along all fence areas adjacent to the property lines. The fence/pallet rack should also be moved further away from the property line to allow for a flatter area for planting, with all plantings being double row, staggered coniferous trees from the site with berm slopes sodded. 5. The building proposed will be very massive and will appear even more massive with the lack of architectural detail and the appearance of the rather dull precast concrete panels. One would hope that a company that sells paint would also use some by painting the precast panels and possibly adding some decorative color accent. 6. All plantings within the Northern States Power Company easement should be reviewed with the power company to determine compatibility. The developer should be required to submit a photometric plan showing the lighting pattern of the proposed site lighting which will minimize lighting impacts on adjacent properties and streets.
