Box 2007 Stillwater, MN 55082 Re: Osgood Avenue /58th Street Feasibility Study Our File No. 55 Dear LaVonne: On August 7, 1989, the City Council authorized the preparation of a feasibility'study for the potential intersection realignment along Osgood Avenue to provide safe access for the St. Croix Mall expansion and surrounding area. The improvements being considered are as follows: 1. Create a main entrance from Osgood Avenue to the back Mall area between the south NSP transmission tower and the south property line. 2. Relocate 58th Street so that it aligns with the Mall entrance described above and remove existing roadway. 3. Close the existing median openings at the current 58th Street location and reconstruct medians to eliminate channelization in this area. 4. Construct median with turn lanes at the new 58th Street and Mall entrance locations with the median to be extended to 57th Street. 5. Close 57th Street access and remove existing roadway between Osgood and Osman. 6. Widen Osgood Road south to 56th Street. Detailed cost estimates have been prepared for the improvements described above and are included as an attachment to this letter. The costs are separated into two parts with one part being the actual improvements required on Osgood Avenue and the other part relating to adjacent street costs. A summary of the costs is as follows: Item Estimated Cost 58th Street Relocation & 57th Closure $39,300.00 Osgood Avenue Reconstruction 72,700.00 TOTAL $112,000.00 The cost estimates are based on the unit prices anticipated for the 1989 construction season and include a twenty (20) percent allowance for engineering, fiscal and administrative fees. It should be noted that there may be costs associated with acquiring the right -of -way to relocate 58th Street. Because the project is basically reconstruction work in confined space with substantial traffic control and with the unknown land acquisition cost, we believe that the City should be prepared to expend between $120,000.00 and $150,000.00 to complete the improvements described herein. The proposed improvements primarily serve the Mall expansion and the general traveling public and provides no special benefit to the properties on the east side of Osgood Avenue. Therefore, we believe that it would be appropriate to use tax increments generated by the Mall expansion and /or other general funding to finance the improvements with no special assessment proposed.
