Attached is a table outlining the various street improvements
within the vicinity of the St. Croix Mall cited in the City's
Street Capital Improvements Program, 1987. This list was
compiled upon the Council's direction to expand the scope of the
improvements to include 57th Street and Oldfield Avenue. Within
the table, priority is given to each improvement project based
upon the analysis conducted in the Improvement Program.
The total cost of all sixteen improvements equals $540,000. This
is exclusive of the costs of the Osgood /58th Street realignment.
Including the estimated cost of the latter project of $120,000-
150,000 results in a total improvement cost of $660,000- 690,000.
From the preliminary draft of the St. Croix Mall TIF Plan,
$565,000 is available for public improvement projects benefiting
the Mall and surrounding area. As can be seen, the total cost of
all of the street projects exceeds the TIF funds available. As a
consequence, the City must decide if it is to reduce the number
of street improvements within the TIF Plan or utilize alternative
funding sources (i.e.; special assessments). If the City is to
reduce the number of improvements, it is recommended the deleted
improvements be clustered together (see attached map).

Upon direction from the Council, our office in conjunction with
the City Engineer, will revise the public improvement projects to
be included in the St. Croix Mall TIF Plan. This will be
completed upon the final consideration of the TIF Plan at the 11
September Council meeting.
