Design Narrative 09.14.2010 RE: Design Review Application for proposed new Dairy Queen Grill & Chill building, Oak Park Heights, MN Gartner Restaurant Holdings, LLC is a local company founded by Greg Gartner. Greg, his wife Suzanne, and their two children reside in the Stillwater area and consider the St. Croix Valley as "home ". In addition, their children attend the local schools and participate in the local athletic programs. The home of Gartner's family businesses is in downtown Stillwater. The Dairy Queen, in downtown Stillwater, has been a successful operation for the Gartner family and now they would like to expand on that by being able to better serve local residents and youth athletic programs. The visibility and accessibility of this Oak Park Heights' site will be perfect for accomplishing that goal. The Gartners look forward to creating a "fresh look" on this site and serving the residents of the St. Croix Valley. Current Land Use The site is presently occupied by a closed used car lot with a small building. Seventy percent (70 %) of the site is cover by pavement or building. The south property line is vegetated with brush and large trees. Surrounding Land Use The site is bound on the north by Highway 36 with access to the frontage road. To the west is Olene Avenue North. On the opposite side of Olene is a NAPA Auto Parts Store. To the south of the site are a variety of commercial uses including a yoga shop, VFW, Bowling Alley and Adoption Service. To the east of the site is a vacant paved parcel, to the east of which is a Super America. Proposed Land Use The developer proposes to construct a DQ Grill & Chill Restaurant on the site. The building will be approximately 2,164 square feet in area. The building will have a drive up window, necessitating a Conditional Use Permit from the City of Oak Park Heights. Architecture The restaurant building is based on a Dairy Queen Grill & Chill prototype Core 47 model, and is intended to seat 69, with eight outdoor tables providing 32 seasonal seats. Adjacent to the outdoor seating area will be a front yard lawn, enclosed by landscaping and a 4' -0" ornamental fence. The one story, slab -on -grade structure is approximately 17' -6 tall at its parapet wall with a 21' -6" tall entrance element at the front (north) elevation. The building's primary exterior finish materials include reddish -brown brick to a height of 10' -0" on all building sides, with off - white /light beige EIFS finish and prefinished metal coping above. The front entrance element is thin - veneer stone, capped by an EIFS and prefinished metal cornice. The front of the building has a matte black aluminum "eyebrow" above the windows, with two colored horizontal linear LED accent light bands on it. Windows are typically dark bronze aluminum, except for a clear satin finish at the drive - through. Several of the windows have metal and red - fabric awnings above. Roof mechanical units and exhausts will be fully screened from view, and all lighting fixtures will be full cut -off type. The trash enclosure at the southeast corner of the site will be clad in brick to mach the building. ' RECEIVED SCP 14 1010 Signage The proposed freestanding pylon sign shown in the submission is 20' -0" tall, with a 3 -0 high brick faced planter at its base. It has internally illuminated "DQ" logo sign, "Grill & Chill" and readerboard signs. The readerboard has a black background with white letters. The aggregate profile sign area here is 86.6 sf., less than the 100 sf. allowable. The Front (north) building fagade "DQ" and "Grill & Chill" signs have an aggregate profile sign area of 62.1 sf, under the allowable 100 sf for wall signs. The West Side fagade "DQ" sign has a profile area of 19.6 sf. Site Design The site is presently accessed at two locations from the Highway 36 frontage road. It is proposed to generally maintain the two access points. MnDOT has indicated that they will be rebuilding the frontage road as part of the new St. Croix River bridge project. It is the design team's intention to coordinate the new driveway apron elevations and locations with MnDOT's design to minimize future disruption to the site. The western driveway has been shifted 18 feet east from its present location to improve the separation from Olene Avenue. The eastern driveway has been narrowed and shifted west. This eastern driveway will become the one way exit from the drive up window. The site will have 43 parking stalls, one more than is required by City Code, including two accessible stalls. The trees along the south property line have been retained. One significant tree will be removed and another will be attempted to be saved in the south west corner of the site. This 70 -inch cottonwood is in the area proposed to be utilized as a picnic area with a seat wall and picnic tables. The landscape plan / tree replacement plan is based on the assumption that the 70 -inch tree will not live. In addition to the above mentioned picnic area there will be a outdoor patio area with picnic tables. To the north and east of the patio is a fenced turf area intended to allow children the ability to run around without getting into danger from traffic. A trash enclosure is provided in the southeast corner of the site. Drainage A complete drainage narrative and calculations will be prepared for the watershed's review. Presently stormwater on the site surface drains from the south to the north where it enters a ditch along the Highway 36 frontage road. The site is covered by roughly 70% impervious surfaces. In the proposed condition the impervious area has been reduced to 57% which would be enough to reduce the runoff rates and volume. To meet watershed requirements the runoff rate and volume will be further reduced through the construction of 3 biofiltration areas that capture the first % -inch of runoff from the majority of the site. The soil borings recently completed for the site indicate that the native soils are borderline suitable for infiltration. It is therefore proposed to perform double -ring infiltration tests in the bottom of the biofiltration basins as they are constructed. If the design infiltration rate of /2 -inch per hour is not achievable a draintile would be installed at the bottom of the filtration media. The storm sewer system has been designed for this possibility. It is proposed to build 3 storm sewer structures over the existing 24 -inch pipe in the Highway 36 ditch — two will capture water leaving the site and the third is designed to pick up water in the ditch itself. It appears that these connections will require a MnDOT drainage permit. Site Utilities All utilities required to serve the site are available in Highway 36. We have attempted to determine the size and exact location of the sewer and water services for the existing building without success. It is proposed to reuse the services if they are of sufficient size and in good condition. If during construction it is found that this is not the case the contractor will need to cross the frontage road and connect directly to the mains. Since the proposed use for the site is a restaurant a grease trap will be provided as shown in the plans. The plumbing system will be designed so that the restrooms and other non - grease laden wastewater can bypass the grease trap. It is not clear at this time if code will require that the building will require a sprinkler system, therefore the water service has been sized only for domestic flows.
