The application consists of requests for a conditional use permit for a drive through and site plan /Design Standards review. With this letter we are notifying you that the application is not complete. The City will deem it complete with receipt of the following items by September 29, 2010: 1. Please provide color elevations of the building facades and signage. Also, a building materials board will be required for review by the Planning Commission and City Council. 2. Provide diagrams of all directional signage to be used on the site, including the menu board and preview board. 3. Diagrams of the light fixtures, both pole and building fixtures will need to be provided. 4. The lighting plan will need to be revised such that the foot candle reading at the east property line does not exceed 0.4 foot candles. 5. Include specifications and a diagram of the proposed fence at the front of the property. 6. Provide a location for a bike rack. 7. Calculate the percentage of glass transparency of the facade facing 60 Street. Bill Kulesa Page 2 8. Indicate on the plan how the transition between the grass area and the remaining asphalt surface on the east property line is to be resolved. The City requires a 10 foot setback of all paved parking surfaces to a property line. 9. Please provide specifications for the grease trap that is to be used. 10. Indicate the square footage of service areas versus kitchen and storage. 11. The City Forester will inspect the trees that are proposed to remain on site. Additional information may be required once she has completed that review. Staff reviewed the application materials at a meeting on September 22, 2010. In particular, City Staff would like to discuss with you the access points and possible limitations on access to the property to the east and potential for redevelopment and lot combinations on adjacent properties. We would invite you and your representatives to a staff meeting on September 29, 2010 at 10:30 AM at City Hall to discuss these issues and address any questions you may have. If all of the application materials are submitted as requested, the Planning Commission would consider the application at a meeting scheduled for October 14, 2010 at 7:00 in the City Hall Council chambers. Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is herewith extending the period of time for agency /city review of the application for an additional 60 day period (for a total of 120 days from the date of a complete application) inasmuch as the City has determined that additional research and study by the City staff relative to the complexity of the project as proposed will be required.
