PROJECT NARRATIVE
MENARDS OF OAK PARK HEIGHTS EXPANSION
AUGUST 2003
Introducti0n
To better serve the needs of our guests, we at Menards have added a warehouse
and g arden center to the plans of all our new stores. Likewise, we are retrofitting our
older stores with these new features. We are currently in the process of upgrading our
Oak Park Heights store located at the 5800 Krueger Lane North. We are under contract
to p urchase 3 acres from Robert L. Brackey (herein the "Acquisition Parcel ") in order to
complete the expansion. See enclosed Site Plan.
The P roposed warehouse will be located within our expanded yard and will allow guests to drive into an enclosed area, out of the elements, in order to select and load
lumber. See Id. and Warehouse Elevations. Similarly, the new garden center will
provide overhead shelter to our existing outdoor garden center, and will also allow
Menards to carry a wide assortment of live plants.
In order to proceed with these improvements Menard, Inc. needs to obtain the
following approvals: 1) Zoning District Amendment, 2) Subdivision, 3) Conditional Use
Permit, 4) Site Plan Review, and 5) Setback Variance.
1. Zoning District Amendment
The existing Menards store site is zoned B -2 (General Business). However, the
Acquisition Parcel is zoned 0 (open Space). Accordingly, we respectfully request that the city rezone the Acquisition Parcel to B-2 (General Business).
2. Subdivision (Replat)
The Acquisition Parcel is currently part of a larger parcel, Outlot A of the
Brackey Second Addition. Therefore, we respectfully request that the city approve the
plat submitted by our land surveyor, Carley - Torgerson, Inc., so that the Acquisition
Parcel can be split off of its existing lot.
3. Conditional Use Permit
In order to expand our existing conditional use (outdoor sales and storage) we
need to obtain an amended Conditional Use Permit. Accordingly, we respectfully request
that the city grant Menard, Inc. a Conditional Use Permit for the proposed outdoor sales
and storage.

4. Site Plan Review
Menard, Inc. also respectfully requests that the city approve the Menards of Oak
Park Heights Expansion Site/Landscape plan, as submitted. Please be advised that no
trees will be destroyed in this expansion project.
S. Setback Variance
In order to add the garden center . and make our yard renovations, we need to
relocate the existing yard gate canopy to the east side of the store. See enclosed Site
Plan. Accordingly, we respectfully request a variance from the front yard setback.
Please be advised that this structure can be aptly described as a semi - permanent structure.
The canopy will be a slab on grade structure with no basement, no second floor, no attic,
and no pluming. See Yard Gate Canopy Floor Plan and Elevations. In fact, the only
truly enclosed area is the 7'-2" x 10'-4" guard shelter. See id.
Conclusion
Given the current level of competition from larger home improvement retailers,
we believe it is imperative to improve all of our outmoded stores so that all of our stores
can provide the same high level of service and the same expanded product line. We do
not want to leave the Oak Park Heights store behind in these areas. Accordingly, I
respectfully request your approval of the items listed above. Your cooperation and
support are greatly appreciated. We at Menards look forward to this reinvestment into
your community.

Legal Description
That part of Outlot A, BRACKEY 2ND ADDITION, Washington County, Minnesota
described as follows:
Beginning at the most southeasterly corner of said Out lot A; thence North 00
degrees 14 minutes 23 seconds West, assumed bearing along the east line of said
Out lot A, 424.00 feet; thence South 89 degrees 45 minutes 37 seconds West
260.00 feet; thence southwesterly and westerly a distance of 01.13 feet along a
curve not tangential with the last described line, said curve is concave to the
northwest, has a radius of 50.00 feet, a central angle of 70 degrees 03 minutes 06
seconds, and the cord of said curve bears South 54 degrees 44 minutes 04 seconds
West; thence South 00 degrees 14 minutes 23 seconds East, along a line not
tangent to said curve, a distance of 298.01 feet; thence southerly a distance of
99.83 feet along a tangential curve concave to the east having a radius of 704.18
feet and a central angle of 08 degrees 07 minutes 23 seconds to the south line of
said Out lot A; thence easterly, along said south line, 300.22 feet to the point of
beginning and there terminating.
