HomeMy WebLinkAbout2002-09-12 PC Recommending Resolution (Unsigned) • • A RECOMMENDING RESOLUTION OF THE PLANNING COMMISSION CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS O FACT AND RECOMMENDING TO THE R A PLANNED UNIT DEVELOPMENT REQUEST BY SC MALL, LLC F AT AMENDMENT TO ALLOW BUILDING AND SITE IMPROVE THE ST. CROIX MALL SHOULD BE APPROVED WITH WHEREAS, the City of Oak Park Heights building received a site request mprovement at the LLC for a planned unit development amendment to allow St. Croix Mall; and WHEREAS, after having conducted a public hearing relative thereto, the Planning Commission of Oak Park Heights makes the following findings of fact: 1. The real property affected by said application is legally described as follows, to wit: SEE ATTACHMENT A and 2. The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items: SEE ATTACHMENT B and 3. The subject site is zoned B -2, General Business in which the St. Croix Mall and its retail and office uses are a permitted use; and 4. Revisions to the exterior of the St. Croix Mali building and site including the following require an amended planned unit development: A. Remove former mall entrance canopy. B. Remove sidewalk ramps located near former mall entrance. C. Improve facade of former mall entrance canopy area. D. Remove existing signs and light standards in parking lot in northwest quadrant. E. Patch, sealcoat, re -stripe and landscape parking lot in northwest quadrant. F. Install new light standards in parking lot in northwest quadrant. G. Landscape parking islands and medians in parking lot in northwest quadrant. • • 5. The City staff prepared a memorandum dated September 5, 2002 reviewing the request; and 6. The memorandum dated September 5, 2002 recommended that the request be approved with conditions; and 7. The Planning Commission held a public hearing at their September 12, 2002 meeting, took comments from the applicant and public, closed the public hearing, and made the following recommendation: NOW, THEREFORE, F O COMMISSION FOR THE CITY OAK PARK HEIGHTS THAT THE PLANNING COMMISSION RECOMMENDS THE FOLLOWING: A. The application submitted by SC Mall, LLC for a planned unit development amendment to allow building and site improvements at the St. Croix Mall and affecting the real property as follows: SEE ATTACHMENT A be and the same hereby is recommended to the City Council of the City of Oak Park Heights for approval subject to the following conditions: 1. Submit photometric for proposed parking lot lighting in compliance with Oak Park Heights Code subject to City Staff review and approval. 2. Submit lighting fixture specifications in compliance with Oak Park Heights Code subject to City Staff review and approval. 3. Submit documentation indicating that all proposed lighting fixtures meet the performance standards set forth in Section 401.15.B.7.f.2. of the Oak Park Heights Code. 4. Submit specifications for exterior building finish subject to City Council review and approval. 5. Submit documentation indicating that all proposed landscaping meets the requirements of Section 401.15.E. of the Oak Park Heights Code. 6. Placement of all fire hydrants and fire connections must be approved by the City Fire Marshall. 7. Grading and drainage issues are subject to review and approval of the City Engineer and review of the applicable watershed authority if required. 8. Any changes to existing utilities or construction over existing utility service lines is subject to review and approval of the City Engineer. 9. The project architect shall work with City Staff in repositioning the disability accessible stalls closer to the building entrance. 2 i • Recommended by the Planning Commission of the City of Oak Park Heights this 19 day of September 2002.
