Box 2007 Oak Park Heights, MN 55082 In Re: Salem Lutheran Church Development Application Dear Mr. Melena: Enclosed please find an Application for Conditional Use Permit which I submit to you on behalf of the Salem Evangelical Lutheran Church. Our request is to use an existing single-family home for the purpose of conducting a preschool. Currently, Salem Lutheran Church operates a school (from preschool through eighth grade). As our school enrollment has been growing, we have had less room available for our existing uses (even in light of the fact that we recently had a major expansion project within the last five years). Currently, our preschool program is housed within our existing school building. Our plan is to use the blue house that we own on Panama Avenue as the preschool. The preschool operates two (2) separate programs. First, a three - year -old program that operates from 9:00 a.m. until 11:30 a.m. on Tuesdays and Thursdays. There is also a program for four - year -olds that operates from 9:00 a.m. until 11:30 a.m. on Monday, Wednesday and Friday. Uses of the building for a preschool would take place only on the main level of the house. The upstairs would be gated so that the children could not go to the upper level of the house. The upper level would be used for the storage of supplies. I previously have had an inspection done of the home by City Building Official Jim Butler. Mr. Butler noted several suggestions for the property before it could be used for a preschool. Those included putting smoke detectors into the rooms, raising the height of a railing in the back hallway area, making the back hallway handicapped accessible, obtaining an electrical and mechanical inspection for the property, and installing gates at the staircase to the upper level and to the basement. Salem Lutheran Church is in the process of taking care of these items. • • June 11, 1999 Page 2 I would appreciate it if this matter could be placed upon the appropriate agenda for discussion by the City Council or Planning Commission, whatever is necessary. Also enclosed please find a check from the Church payable to the City of Oak Park Heights in the Amount of $600.00 to cover the application fees.
