Comprehensive Plan Amendment and MUSA Expansion

The Metropolitan Council received the Oak Park Heights comprehensive plan
amendment application form on June 19, 1998 (see attachment). They have
determined that the proposed plan amendment is incomplete for Council review for
reasons stated (see attachment). To complete the plan amendment application, our
office requires additional information from your office.
As you may already know, the plan amendment proposes a change to the city's current
comprehensive plan for the purpose of including the 113.4 Acre Kern Center as
Planning District 18 and to include the area in the MUSA. Urban uses proposed for the
site are commercial, office, warehousing and light industrial. Existing
commercial /industrial uses already exist on 23.4 acres within the site.
The Metropolitan Council is requesting additional information concerning wastewater
and transportation. With regards to wastewater, the Council needs to know the
projected 2000 and 2010 total wastewater flow for the city both with and without the
proposed Kern amendment. We are also requesting that you complete a generalized
transportation analysis addressing the plan amendments statement that the roads can
accommodate the 17,980 trips anticipated to be generated by the uses. I have
enclosed the wastewater and transportation sections of the proposed amendment (see
attachment). The Council will proceed with their review after they receive this
information.
