We have determined that the proposed comprehensive plan will not have an impact on, or result in a substantial departure from the regional systems plans and policies. Therefore, we will waive further review and you may place the plan into effect. The comprehensive plan's future land use map proposes single family estate and rural residential development at densities of 2 and 5 units per 10 acres. This is consistent with Washington County's comprehensive plan. However, these densities are not consistent with our Regional Blueprint rural service area policy, which states that density should not exceed 1 unit per 10 acres, calculated on a 640 -acre basis. in addition, we reviewed your comprehensive plan according to our draft growth management strategy policy areas map (October 10, 1996). The strategy designates Baytown Township as "post -2020 urban reserve" and recommends that development maintain a 1 per 40 density, or a design that can be served by sewer in the future. The Council will adopt a growth management strategy by the end of the year, and will notify communities of the changes to the regional plans in January, 1997. We advise you that your comprehensive plan may conflict with future regional plans and policies. Therefore, we recommend that you work with our staff to review and update your plan by the December 31, 1998 deadline, as required by the Metropolitan Land Planning Act (MN Stat. 473.864, subd. 2). Finally, on October 24, 1996, the Council considered and approved Washington County's comprehensive plan and policy guide to 2015. We recommended that the county work with our staff and with the townships to plan according to the growth management strategy, and to maintain our rural area density on remaining undeveloped land as a part of the review and revision of the townships' comprehensive plans. 230 East Flfth Street St. Paul.
