PARKS COMMISSION MEETING MINUTES
Monday, September 20, 2010 at City Hall
Call to Order Commissioner Viers called the meeting to order at 6:30 p.m. Present: Vice
Chair Idauble and Commissioner Krieger; City Administrator Johnson, Public Works
Director Kegley, Arborist Widin, Park Programming Coordinator Zeuli, and Commission
I..,iaison McC.;omber. Absent: None. Chair Fdcr arrived late.
II. �]2 1?roval of Agenda Vice Chair Hauble, seconded by Commissioner Krieger, moved to
approve the Agenda Nvitlh the one addition: "Discuss Possible New ,Start Time for Parks
Commission Meetings" as New Business Item B. Carried 5-0,

Commissioner Krieger, moved to approve the minutes. Carried 3 -0.

A. A1Jhoaist: Arborist Wiclin reported that the planting of 50 trees in boulevards and
parks was completed by St. Croix ].)vc Service. She stated she Woulcl be completing
the inspection of the trees that were planle-d the following week.
Wiclin reported there would be one more five removal list. in the fall as well as rill.
tree removal as part of the structured ash tree ren plan.
Vice Chair I lauble, seconded by Commissioner Krieger, moved to approve the
Arborist report. Carried 3 -0,
B. P ubli c Wo rks_ Director: Public Works Director Kegley reported that picnic tables
were installed at Cover Park and trash containers were placed at Brekke Park. Ile
reported that the park shelters would be winterized in October, and portable toilets
were installed at. the parks fbr patron use. Kegley stated the City would still accept
hark reservations; however, there would not be any water use available after
September 30. Ile reported that the department would be spending the remaining
warm months doing park and trail f71aintcna1lce including clearing leal'de;bris 1'rom
trails.
Commissioner Krieger, seconded by Vice Ulan llauble, moved to approve the
Public Works Director's Report. Carried 3.0.
C;, Other 1 Commissi Li Re ports : Commissioner Liaison McComber reported
that the Beyond the Yellow Ribbon proclamation ceremony was set for that week on
Wednesday.
City Administrator Johnson provided the Parks Commission with a copy of the 2011
proposed parks budget and informed the Commission on the process for
recommendation ofprojects to the City Council.

Park Programming Coordinator leuli provided the Parks Commission with a
summary of the activity attendance and costs. The Parks Commission discussed the
possibility of a band performance during the 2011 summer season.

A. Fa1 Park Walk Discussion Public Works Director Kegley reported that the
Fall ('arks Walkthrough was held on Saturday, September 1.8. He provided the Parks
COmraaission with a list outlining notes from the walkthrough and reviewed the list.
Chair ]:?der reported there ragas a discussion about the possibility of park neighbors
adoptilig a park and vohalltcering to maintain park plantings to help alleviate time
from city staff arad prorraote involvement in the parks.
The Parks Con3mission tentatively set their regular November meeting as a
worksession to discuss projects ifthe Agenda is light enough, or hold a worksession
at the cnd of the November meeting.
B. Discuss Possible New S "I"ime for Park C_o Mcetiijgs: Vice Chair
Haublc, sceol by Commissiotier Krieger•, moved to have the start time for the
Parks Commission be 7:00 p,ni. effective October's meeting provided that the
bylaws and all necessary actions are taken and are iri place. Carried 4 -0.
VIII. Old Bu siness :
A. Brckke Par Basketball Court City Administrator Johnson provided the Parks
Conan7ission a summary of costs for labor and materials by Public Works stall' and a
revised quote for installation f'ron the sole bidder. Chair l der suggested discussing
this item at. the November worksession.
