The proposed buildin is one stor and approximatel 7,400 s feet. The site is 1.33 acres and has not been previousl developed. An application for an M bank had been approved on November 25, 2008, but M did not move forward with construction and allowed the approvals to expire. The propert is zoned B-4 Limited Business District in which retail stores are a permitted use. The site has been previousl platted as Lot 2, Block 1 Wal -Mart Addition. AutoZone is a retail store for the sale of auto parts. There will be no repair of vehicles on site. ISSUES ANALYSIS Comprehensive Plan. The propert is desi as Commercial on the Proposed Land Use Map. The AutoZone store will be consistent with this land use desi Zonin The propert is zoned B-4 Limited Business District. Retail sales are a permitted use in that district. The District re a 40 foot -front y ard setback, 10 foot side y ard setback and 20 foot rear y ard setback. -rhe buildin meets or exceeds these re The buildin hei maximum in the B-4 District is 35 feet. At its hi point, the buildin will be 23 feet. Subdivision. The propert has been platted as Lot 2, Block I of veal -Mart Addition. The site has the proper easements recorded to allow access throu the site to the Wal-Mart that is located directl to the south of the project site. All park dedication has been paid for this lot. Access. As indicated the site will be accessed b the private road that connects 6 0th Street with the Wal-Mart parkin lot. There are two access drivewa that will allow for ade customer and deliver access. Parkin Section 401.151.9 of the Zonin Ordinance re one off street parkin stall for each 200 s feet of retail space. The parkin calculation for this site is as follows: 7,400 s ft x .9 6,6601 200 33 parkin stalls 2 The site plan indicates that there are 35 parkin stalls planned for the development, two of which are disabilit accessible. One of the disabilit stalls is van accessible. The la as desi will meet the re number of parkin stalls and disabilit accessible stalls. The parkin stalls are 9 feet x 20 feet with 24 foot drivewa aisles in compliance with the Zonin Ordinance. The parkin area will be completel surrounded b curb and g utter. All of the parkin areas are placed at least 10 feet from the propert lines. There will be landscaped islands within the parkin areas. Dsliver Entrance/Trash Enclosure Location. A deliver entrance has been added on the south side of the buildin The access drivewa and site has been desi to accommodate deliveries at this location. The trash/rec area will be located near the deliver entrance and will be provided an enclosure with a g ate. The area will be enclosed with a wood fence, The Desi Guidelines state that the trash enclosure should be constructed of materials similar to the buildin The trash enclosure should be constructed of masonr to match the Auto one buildin Gradint Drainy g e/Ut"Ififles. Gradin draina and utilit plans have been provided b the applicant. The Cit En has provided a separate report on en issues. The main concern is the draina on the west propert line and potential impact to Jerr Auto Detail. The Cit En has recommended that the g radin g in this area be redesi The g radin g , draina and utilit plans shall be subject to review and approval of the Cit En Li Plans. Fixtures. The li plan indicated a shoe box st full cut off li fixture mounted on a pole and base with a total hei of 25 feet in compliance with the li re All of the parkin lot fixtures are ade setback from propert lines. The plans indicate the locations of full cut off wall mounted fixtures. The fixtures must be mounted such that the shield is at 90 de to the buildin and no lenses are exposed below the shield. The parkin lot fixtures must also be fitted with a shield that totall covers the lenses. It is recommended that LED li be used for the parkin lot and wall mounted fixtures. Photometrics. The li plan is in compliance with Zonin re for li intensit The li intensit is re to be less than one foot candle at the centerline of adjacent streets and 0.4 foot candles at the propert line. Hours. Outdoor li for parkin lots shall be turned off one hour after closin except for approved securit li 3 Landscapin The submitted plans indicate plantin within the parkin lot and around the perimeter of the site. The Cit Arborist was not favorable to the first plan submitted ` b the applicant, but has been workin with their landscape architect to improve the desi and material selection. A revised landscape plan has been submitted that is subject to review and approval of the Cit Arborist. Mechanical Screenin The plans indicate a roof detail where the mechanical units are totall screened b the parapet walls. The Buildin Official will verif the final desi and screenin as part of buildin permit review. Si Freestandin si g na g e. A p si is proposed at the front of the site near the private road. The si is 20 feet in hei (20 feet allowed) and the si is 100 feet (1 o0 feet allowed). The si does not include the landscaped base as re b the Zonin Ordinance. The Desi Guidelines indicate that g round or monument si are encoura over p si Staff has asked the applicant to provide an alternate plan for a monument si Most of the freestandin si in the Cit since the Desi Guidelines were implemented has been a monument si Wall Si The Zonin Ordinance allows for a total of two wall si each on separate facades. The proposed si plan indicates two wall si one facin east and one facing 60th Street. One of the wall si is 106 s feet and the other is 103 s feet. Total Allowable si g na g e. The total s foota of si includin the monument si shall not exceed 300 s feet for the site. The total of all re si is 309 s feet. The applicant will need to revise the sizin of the si to compl with the Zonin Ordinance. Si Illumination. The AutoZone si on the p will be internall lit. The plans do not indicate the color of the back or how it will be lit. If the back is a dark color with the AutoZone lo and name illuminated it will be compliance with the Zonin Ordinance. Additional information will need to be provided. The two wall si are also to be internall illuminated. The si as desi indicate a white border around the letters and lo This feature of the si should be eliminated if it will appear as white when the si is lit. Staff will approve the li specifications for the si at the time of permittin Desi Guidelines Sustainable Guidelines. Cit staff has q uestioned the applicant on how the project has been desi to achieve at least a certain de of sustainabilit The applicant will need to discuss the methods in buildin construction and site desi with the Plannin Commission of how these issues have been addressed. 4 Architectural Guidelines. Fapade Treatment The buildin will have a definite base, middle and top, especiall in the front fa facin 6& Street. The base is defined b the detailin in the brick, the middle b the placement of the windows and the top b the use of the EIFS t material. The buildin is broken up b vertical pillars on all facades. There is a primar entrance well defined b the detailin and use of materials. Ground Level Expression This is a one stor buildin with a raised parapet at the corner. The main entrance, that faces east, is well defined with the columns, raised parapet, and use of buildin materials. Transparenc The buildin uses g lass on the north and east facades. The Desi Guidelines re at least a 20 percent transparenc on g round floor, street facin facades. The fa facing 60th Street is approximatel 21.6 percent transparent. Entries The buildin features a prominent entr Roof Desiqn The roofline is broken at the northeast corner b the raised parapet. The rooftop mechanical e will be screened. B uildin g Materials and Colors The applicant has provided color elevations for review. The primar buildin materials of brick and g lass will exceed the 60 percent re None of the prohibited buildin materials will be used.
