Staff recommends that the City Council approve the changes to the site and building plans at their May 13, 2003
meeting. A public hearing would not be necessary in that the need for the variance has not been changed with
the revised plan. The additional parking eliminates the need for the reduced stall conditional use permit. The
changes to the site plan and building plans are minor and would not require a formal amendment process.

Please be advised that Montanari Homes has requested slight revisions to the site/
building plans for their proposed osed office building at 13481 North 60 Street. The City
Council approved the request for a site plan /Design Guideline review, conditional use
permit for parking, and a parking setback variance at their September 24, 2002 meeting.
The changes have been made to accommodate underground parking in the lower level
of the structure. The approved plan included a lower level that would have been utilized
for storage. Addition of the underground parking area will make the site compliant with
parking requirements. A review of the changes is as follows:
Parking. The approved parking plan for the site included 43 ground level stalls with
two proof of parking stalls. The Zoning Ordinance requirement for the site is 51 stalls.
The revised plans include 40 ground level stalls and 12 stalls (one of which is disability
accessible) in the underground parking areas. Three of the underground stalls
(numbers 5, 0, and 12) are of adequate size but not as easily accessible as the other
stalls. Turning movements are not impossible, but difficult, especially for larger
vehicles. Review of other underground parking garage plans has shown that end stalls,
with difficult access, are common and generally allowed. The underground stalls are at
least 9 feet by 20 feet and the drive aisle would be 22 feet wide, in compliance with
Zoning Ordinance parking dimension requirements. if the underground parking is
approved, the site would meet the parking requirements of the Zoning Ordinance.
Parking Garage Access. The entrance for the parking garage is on the southwest
corner of the building. The parking - lot will need to be slightly reconfigured with the loss
of the two proof of parking and two surface stalls. The City Engineer will need to
comment on the 12 percent slope of the driveway into the garage and the plans for
drainage next to the garage entrance.
Site Plan/Landscaping. The building is placed in the same location as in the
approved plans. The only site plan changes proposed include the driveway access to
the garage and the addition of additional setbackllandscape area on the west property
line. A revised landscape plan will need to be submitted to address the increase in
green area, subject to review and approval of the City Arborist.
First Floor Elevation. The first floor elevation of the approved plan was 932. The
revised plan indicates a first floor elevation of 934. The City Engineer and Building
Official should comment on any issues that result from the change in first floor elevation.
Building Plans. The building footprint has not changed with the revised plan. The
building will be the same total square feet as was approved. With the additional parking
that has been provided, the 1 ,086 square feet of ground floor area that is reserved for
storage could now be occupied by Montanari or leased.
The elevations have been revised slightly to accommodate the underground parking. A
review of the elevation drawings is as follows:
O The north elevation (facing Highway 36) is identical to the approved plan.
• The south elevation has one less entrance door to the ground level. The service
door has been removed and replaced as the entrance to the parking garage.
O The east elevation has one less entrance door. The elevations have been
revised to include the entrance porches on the north /south elevations.
® The west elevation is identical but the plans now show the entrance porches on
the north /south elevations.
Alt of the building materials will remain as approved in 2002.
CONCLUSION /RECOM M EN CATION
Staff recommends that the City Council approve the changes to the site and building
plans at their May 13, 2003 meeting. A public hearing would not be necessary in that
the need for the variance has not been changed with the revised plan. The additional
parking eliminates the need for the reduced stall conditional use permit. The changes
to the site plan and building plans are minor and would not require a formal amendment
process.
It is recommended that the site /building plan changes be allowed with the following
conditions:
1. The plan for the underground parking garage driveway and stormwater drainage
be subject to review and approval of the City Engineer.
2
A revised landscape plan shall be submitted by the applicant and be subject to
review and approval of the City Arborist.
3. The change in floor plan elevation shall be subject to review and approval of the
City Engineer and Building Official.
