AGREEMENT AND SWORN STATEMENT
The work for which this permit is issued shall be performed
according to: (1) the conditions of this permit; (2) the
approval plans and specifications; (3) the applicable city
approvals, Ordinances, and Codes; and, (4) the State Building
Code. This permit is for only the work described, and does
not grant permission for additional or related work which
requires separate permits. This permit will expire and become
null and void if work is not started within 180 days, or if work
is suspended or abandoned for a period of 180 days any time
after work has commenced. The applicant is responsible for
assuring all required inspections are requested in conformance
with the Minnesota State Building Code.

Subject: Comments on Sunnyside Marina Plans
Eric,
Thank you for giving the Middle St. Croix Water Management Organization (MSCWMO) the opportunity to
comment on the proposed Sunnyside Marina project. The proposed project does not trigger review by the
MSCWMO and therefore is not subject to the policies and performance standards set forth in the MSCWMO
Watershed Management Plan. However, because the project is adjacent to the St. Croix River, implementing
proper erosion /sediment control and other pollution prevention measures during construction is recommended
and will help to ensure that the river is minimally impacted by the project.
Please consider the following comments regarding this project:
1. Show the location of all temporary and permanent erosion and sediment control features on the plan sheets.
Note construction limits and areas not to be disturbed.
2. Phase construction to minimize exposed soil areas.
3. Install down - gradient sediment control (silt fence, bio logs, or other practice) before any land disturbance takes
place at the site. Install other sediment control devices (ditch checks, construction entrance, catch basin
protection) as needed. Ensure that sediment is not tracked off -site. Ditches and pipe inlets /outlets must be
stabilized within 24 hours of connection to surface water. Sediment control is critical to this project as it may
include exposed areas of class 5 gravel for extended periods of time.
4. Adequate erosion control practices must be installed during construction. The plans must address periods of
inactivity during construction when soil is exposed and has the potential to erode. Temporary stabilization or
permanent cover should be established when an area would remain open for more than 7 days. Soil stockpiles
should also be stabilized within 7 days.
5. The plans should address practices for external washing of trucks and other construction vehicles. Concrete
wash water may not be discharged to the St. Croix River.

Dear Mr. Chapman:
In accordance with your request and plans received via e-mail on November 15, 2010, you are
hereby authorized to repair the boatweli structure. Timbers and steel beams will be replaced and
the opening near shore reduced in width.
We are pleased that the plans include drainage system modifications on land to reduce the wash
water and contaminant flow into the river.
All other terms and conditions of Permit #79 -6220 remain in full force and effect. This
amendment is authorized until Nov. 30, 2011. If you have any questions, please call me at (651)
