C C O M M U N I T Y P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H MEMORANDUM TO: Oak Park Heights Park Commission Members FROM: Dan Sjordal /Scott Richards DATE: 17 June 1996 RE: Oak Park Heights - Brekke Park Trail FILE NO: 798.04 - 96.06 As previously discussed, there was concern expressed about the location of a trail on the north side of Brekke Park, which would possibly reduce the size of the fields to an unacceptable length. On May 30th, NAC measured the fields to determine their size and to determine whether the concern was valid. Field Measurements Exhibit A shows the measurements and the visual estimation of the grade changes at the foul line of the existing fields. By comparing these measures with the field dimension guidelines from "Timesaver Standards for Landscape Architecture" by Harris and Dines, it appears that a pathway will not greatly affect future design possibilities for the ball fields. The greatest effect of a trail will occur on the left field foul line on the east field and the right field foul line on the west field. According to the guidelines, the existing field dimensions support 16" slow pitch, 12" slow pitch, little league, bronco league and pony league. It is possible that 12" fast pitch softball could be accommodated with a redesign, but it would require a significant amount of grading and tree removal to extend the foul lines of both the fields to 275 feet. The existing fields were not designed for these specifications. The existing right field foul line on the west field does not meet the 250 foot dimension required for 16" slow pitch and pony league, but the fields could be easily modified if required. 5775 Wayzata Blvd. • Suite 555 • St. Louis Park, MN 55416 • (612) 595- 9636•Fax. 595 -9837 • • Trail Addition The addition of a trail on the south side of the existing tree line (approximately 8 feet from the residential fence) would not drastically change the existing condition of the fields. In addition, the fields could still be designed to incorporate the 16" slow pitch and pony league standards (see Exhibit C). A trail addition would require fill to be brought in, and the transition slope that exists from the playing surface would not be as gradual as what currently exists. In addition, a trail located in the outfield area may be considered unsafe condition. An outfield fence (either temporary or permanent) may be advisable (determined upon the planned use of the fields). It appears that a trail added on the north side of the Brekke Park would not adversely affect the design of the existing fields, but as seen in Exhibits A and C, costs for grading should be expected.
