Superintendent School District 834 1875 South Greeley Street Stillwater, Minnesota 55082 Dear Ken, I spoke with Mayor Barb O'Neal and the members of the Oak Park Heights City Council shortly after our previous meeting. I advised the Council that it was my understanding that you were supportive of the School Dist. reimbursing the City of Oak Park Heights forty (40) percent of the salary, benefits, and expenses (excluding auto expenses) for the School Liaison Officer position. The members of the Council were supportive of this agreement and had advised Mr. Mark Vierling to take care of the agreement changes due to the original agreement being a cost reimbursement of twenty —five (25) percent. My delayed response to you. is due to my understanding that Mr. Vierling was going to contact you. If you have any questions, comments, or concerns please contact me. Police Officer Kenneth Anderson has been appointed to the School Liaison Officer position effective July 1, 1993. Ken has already taken the initiative to research the School Liaison position in other communities which will assist Ken and myself in creating a "tailor made" program for the Stillwater Area Senior High School. We look forward to meeting with the administrators from the Senior High so we can get an understanding of their hopes and concerns for the School Liaison program. Our School Liaison.Officer will remain in that position throughout the summer months focusing on juvenile matters in our community. I must add that I do understand that the agreed upon reimbursement from the School District is for the nine (9) month school calendar year. I also need to be informed of the billing process for the reimbursement so that I may forward that to our finance department. We are excited about the opening of the Stillwater Area Senior High School and are anxious to get our juvenile program in operation. Greeley St. Stillwater, MN 55082 Dear Ken: In response to your letter of May 18, 1993, I had our Finance Director provide me with the anticipated cost package for our new School Liaison Officer position.. Due to the fact that the Oak Park Heights Police Department has not yet settled a labor contract I have to give you projected costs. I believe our projections will be very close to the future contract provisions. The projections used will be on the high end to avoid any budget shortfall. When preparing the budget for 1993 police service I included anticipated revenue from School District 834 for the School Liaison Officer position. Because of the 1993 budget, I find it necessary to bill School District 834 in the first week of January 1994 for the months of September through December 1993. The 1994 costs will be billed in July 1994 and January 1995. I hope this will be workable for you. If not please contact me or our Finance Director, Judy Holst. Overtime costs to the City are $30.30 per hour plus PERA (127 of gross pay) and Medicare (1.45% of gross pay) for 1993 and $31.98 per hour plus PERA and Medicare for 1994. I am anticipating overtime costs in emergency situations only. You should add additional costs to your budget to cover emergency situations that may arise. Greeley Street Stillwater, MN 55082 Re: School- Police Liaison Position Dear Mar Attached, please find a detailed anal of the cost for the School- Police /Juvenile Officer that has been assigned to the Stillwater Area High School. The past funding level has been approximatel $20,000 per y ear for this officer. Initiall the idea was that the officer would be in the school area for approximatel 40% of his /her working day. At the request of the High School Administration, the City has expanded the hours to provide an officer on a full -time basis, nine months of the year. This is at a cost of $53,850 to the City. The base salar alone is S43,000 of those dollars. If you recall, at our meeting we indicated that the Cit needs to have a wa to recover these costs. I realize that you are in a different budgetar and funding cycle than we are, but we do need to start the process for decision making for our budget as well as your future budget. Based on that, we are standing b our initial request that the Cit needs to be reimbursed a minimum of g40,000 for the cost of this officer for the year 1999. This would be with the understanding that the goal should be to cover approximately 75% of the cost and taking into account these charges will escalate as the individual receives wage increases, merit increases, etc. We would appreciate you presenting this information to the powers to be" so this item can be addressed in your financial planning as we are doing in ours.
