(a) The objectives of this Association shall be to advance the science and art of police services, to develop and disseminate improved administrative, technical, and operational practices and promote their use in police work; to foster police coopera- tion and the exchange of information and experience among police administrators in Washington County and the State of Minnesota; to bring about recruitment and training in the police professional of qualified persons, and to encourage adherence of-all police officers to high formance and conduct. (b) It is also hereby declared to be the policy of this Association to cooperate with existing police organizations of recognized professional and technical standing. ARTICLE II MEMBERSHIP Section 1. Eligible for Active Membership. (a) All chief executive officers of the office of sheriff, county attorney and police departments. (b) District Commander of Minnesota State Patrol. Section 2. Eligible for Associate Membership. (a) All retired Chiefs of Police. (b) All retired Sheriffs. (c) Chief of Police or Sheriff from a department outside of Washington County. (d) All administrative heads of private security organizations officing within Washington County. (e) Washington County Training and Education Director. (f) Command staff of each department. ARTICLE III VOTING: Section 1. Eligible Voters. (a) All active members in good standing: (1) Regardless of the number of representatives from an orga- nization eligible for active membership, that organiation shall be entitled to only one vote. (b) No associate member shall have a vote, but may voice opinion on any matter before the organization prior to the vote being taken. (c) If the active member is not present, his designated associate member may vote in his place. A T E y y OFFICERS: S: ,ec„ 1 a. of th. Section 2, Officers shall be elected for a one -year term commencing January 1, and expiring December 31 of any given year Section 3. Positions of the officers shall be considered vacant if for any reason the incumbents relinquish their law enforcement positions which made them eligible for membership in the Association. Such vacancies shall be filled for the remainder of the term by a vote of the membership. Section 4. It shall be the duty of the President to preside at all meetings of the Association, perform as presiding officer at Board of Directors meetings, appoint committees, and perform such other duties as are y_i -nci dent. -.to such office. Section 5. It shall be the duty of the Vice President to perform all the duties of the President during his absence or disability... Sectioh 6. The Secretary- Treasurer shall be the recording and correspondence officer of the Association. He shall collect and receive all monies belonging to the Association and keep an accurate account of same. The books shall be subject to audit on request of the Board of Directors, or a vote of the membership. Section 7. Only members carrying an active status shall be eligible to hold office in the Association excepting that an associate member may be elected to the office of Secretary Treasurer. ARTICLE V BOARD OF DIRECTORS: Section 1. The Board of Directors shall consist of the following: the President, the Vice President, the Secretary- Treasurer and the immediate Past President. Section 2. Positions in the Board of Directors shall be considered vacant if for any reason the incumbents'relinquish their positions which made them eligible for membership in the Association. The replacement shall be elected for the remainder of the term. ARTICLE VI DUES: Section 1.. Dues for the Association will be set by the Board of Directors. Section 2. Dues shall be for one year period from January 1 to December 31. They shall be collected from each member by the Secretary Treasurer and deposited in the Association account. Section 3. Dues for associate members shall at no time exceed one -half of the amount of dues for active members. Section 2, The �n Board of Directors shall hold at least two meetings during the year of office, apart from the business meetings of the Association. Section 3. Order of Business: A. Call to Order B. Minutes from the previous meeting C. Correspondence D. Report of the Treasurer E, Report of the President F. Old Business G. New Business H. Miscellaneous I. Adjournment Section 4. Procedure of this Association shall be governed by Robert's Rules of Order. ARTICLE VIII AMENDMENTS: Section 1. Provisions of this Constitution may be altered, amended, or revised at any duly scheduled meeting if approved by a two thirds vote of the members in good standing, present, and voting providing prior notice of the proposed amendment is given in the meeting notice. ARTICLE IX REVISION ADOPTION: Section 1. The Constitution as revised adopted this 38th day of April 1986, by a two- thirds vote of the members in good standing, present and voting.
