Absent: Mondor• Mayor Johnson called hearing to order to review Mr. Wagoner's request for a Special Use Permit to construct and operate a Montessori school on lots 9 and 10, Block 18, Elfelt's Addition. Clerk read hearing notice and presented affidavit of publication and list of property owners that received notice via mail. Mr. Wagoner advised that he and Mr. Hanson had agreed on the property lines which are different than the certified survey or the State Highway survey. Attorney advised them of potential problems that they may encounter in the future. Being no written or oral objection, Sommerfeldt made motion to issue a Special Use Permit for above project subject to the following conditions, A. The total student body be limited to 24 students per session with no more than two sessions per day. B. The staff be limited to three persons. C. That no more than half of the students be left;in',the school through more than one class period per day. D. That outdoor activity areas be located to the south of the principal building and fenced with 6 ft. high fence that will contain children with child proof gates. Fence to be completed by July 1, 1977. E. That living quarters in the form and shape of a single family residence be provided on the site. F. That visual appearance be in keeping with recognized residential architecture. G. Adequate off- street blacktopped parking area be provided. Blacktop to be completed by October 1, 1977. E.,All signing be limited to residential standards. I. That design and structure be approved by State Welfare Dept. and/or Montessori School Board. Seconded by Torgerson. Carried. Mayor declared hearing closed. Mayor called hearing to order to review a regiuest for - variance ate ©. -ft.' =in rear yard set back on parcel occupied- by;Conupemorative Imports to allow construction of an adjoining warehouse. Clerk read notice of hearing, and presented affidavit of publication and list of property owners that received. notice via mail. Clerk read hearing notice and presented affidavit of publication and list of property — -- owners that received notice via mail. The petitioners did not appear. As there was no necessity for vacation presented, Sommerfeldt moved to deny request. Seconded by Groth. Carried. Mayor declared hearing closed. Groth made motion to make final payment to Lee Richert for Well #2. Seconded by Sommerfeldt. Carried. Groth made motion to request Northern States Power Co. to install a light on Peacan Avenue between 63rd and 64th Sts. and 8 street lights in Swager's 6th Addition per revised sketch. Seconded by Torgerson. Carried. Police Chief requested (A) approval to purchase ammunition for department. Mayor will handle request. (B) requested permission to send Officer Jorgenson to "Gun School "..` Request denied. Attorney advised that. the City Planner - will meet with.
