RE: Fred's Tire Company - CUP

Revised plans have been submitted with changes that were requested prior to granting the
conditional use permit for Fred's Tire Company (located at the former A and W site).
Detailed structural plans have been submitted (Exhibit A, attached) that reflect the
architectural character of the proposed building alteration and addition. The City should
determine if the architectural design of the structure represents the aesthetic effect
desired in the hub area.
Perimeter curbing has been indicated around the entire site (Exhibit B, attached), however,
it appears that the required minimum five foot setback from all lot lines has not been main-
tained along the rear lot line. In addition, due to a probable misunderstanding of the
Ordinance requirements, only a five foot wide strip of sod has been indicated along the
curbing rather than the entire area between the curb and the lot line. Both of these
matters should be corrected.
Alternate directional driveways have been indicated on the plan in accordance with the
approval granted at the 11 May 1981 City Council meeting. The designation of "in" and
"out" on the site plan is opposite of the desired arrangement, i.e., the west driveway should
be the "in" and the east driveway the "out" in order to create the smoothest traffic flow.
The City Engineer should advise the Council on this matter.
The City Engineer should also confirm that no drainage problems exist on the site that would
require correction.
The applicant was informed that the Council has requested the provision of a signage plan
for the site. No plan has yet been submitted.

Plantings have been indicated on the site plan, however, specific information regarding
size and variety (genus species) must be indicated in accordinance with Ordinance re-
quirements. The plan should also indicate the center of the plant material to ensure that
placement is at least three feet from the lot line as required by the Ordinance. (The
front lot line should be "hard lined" in order that exact measurements may be determined.)
CONCLUS ION
The following require additional attention:
• The provision of curbing around the parking and driving areas no less than five
feet from the lot line with the placement of sod in the entire area left between
the curbing and the lot line.
• Submission of a comprehensive signage plan (to include identification and any
directional signs).
• Submission of specific landscape plan details, i.e., size, variety and placement.
The City Council should discuss the architectural details at the next meeting.
