Dear Joe,
This is in response to your letter of June 23, 1994 regarding our
revised plans for this project.
1. The islands which were added, were requested by the owner
for landscaping purposes.
2. We have revised the grading plan by generally lowering
the site to reduce the height of the retaining wall on lot 21
and to balance the earthwork. Also the owner was refused
permission to grade on the NSP land; therefore, we eliminated
proposed filling east of his property line.
3. I have asked for a copy of the letter of permission to
fill on the Greenbriar Apartment site to be sent directly to
LaVonne Wilson.
4. We have estimated the grade of the driveway to lot 22 at
7.6 %.
5. We have prepared a larger scale detail drawing of the
retaining wall on lot 21. We have also made some revisions to
address the concerns raised in your letter. We can construct
the walls as presently designed with a 1 to 1 excavation
totally within the owner's land.
6. We have designed the geogrid for these retaining walls
using the Mirafi" computer program. In addition, the grid
was lengthened to protect against a general slope failure. I
would like an opportunity to review calculations with your
structural engineer. We agree that landscaping treatment of
the steeper slopes is required. We have made such a
recommendation to the owner. I understand that the
landscaping plan which was submitted to Scot Richards includes
some treatment in these areas.

7. We will recommend that fences be installed at the top of
both retaining walls. We have revised our plans to include
rip rap stone at the bottom of the walls to protect against
erosion.
8. We have revised the grade of the building pad on lots 19
and 20 to reduce the slope behind the pad to 3 to 1. The
driveway slope will be 5 %.
9. Enclosed is a copy of the Mn /DOT driveway permit.
10. Enclosed are copies of permits from the PCA and Health
Department. We received approval of our plans from the Middle
St. Croix WMO. Enclosed is a letter from Tim Fredbo, staff
reviewer for the WMO to this effect. I spoke to Mr. Fredbo
recently to ask if the revised plans required resubmittal. He
told me based on my description of the revisions that they did
not.
The owner would like to move this to a final approval as soon as
possible. I will call you and Scot Richards to set an appointment
to review this soon.
