Dear LaVonne:
Stevens Engineering submitted a new set of plans for the subject project, dated June 6,
1994, which was delivered to our office on June 9, 1994. The following modifications are
proposed:
1. For some unknown reason two new island areas have been added on the
entrance road, which restricts lane widths to 16 feet in each direction.
2. The site east of the entrance road has been lowered two feet so that fill
would not encroach on the NSP site to the east. This is not necessarily a
concern, but the usable rear yards on Lots 11 and 12 have been reduced.
3. The low area on the Greenbriar Apartment site is being filled.
Documentation should be provided which shows that this filling is allowed.
4. The pads for Lots 23 through 26 are being lowered one to two feet with the
adjacent pad for Lots 21 and 22 being raised nearly three feet. This
difference will result in a very steep driveway grade, especially to Lot 22.
5. Lots 21 and 22 are being raised to minimize the height of the retaining wall
at the Ramie Johnson Apartment building. Even with the modification, they
would physically have to trespass on at least 20 feet of property to the south
to construct the wall, assuming 1 to 1 excavation slopes. We have been
advised that they do not have permission for this work.
6. The wall along the south property line does not appear to have adequate
reinforcement even if permission could be obtained from the adjacent
property owner to physically build it. The plan shows slopes at the top of the
wall to be 21/2 to 1. This slope is too steep to maintain, so some landscape
treatment is required.

7. The retaining wall along the east property line appears to be adequate.
However, at all wall locations fences should be installed to protect people
from falling over the walls. Provisions should also be made at all wall
locations to prevent erosion and scour from occurring from storm water
runoff cascading over the wall.
8. Some 1V2 to 1 slopes are shown to the rear of Lots 19 and 20, which should
not be allowed.
9. We have still seen no evidence that the Department of Transportation has
issued a permit for the driveway entrance.
10. Permits are also required from the Watershed District, the Department of
Health, and the Pollution Control Agency before construction can take place.
11. The storm water pond has been reconfigured to accommodate the revised
grades. The utility plans have also been changed as a result of the grading
changes, but are satisfactory.
