Gentlemen:
My apology for the delay in responding to your East Oaks
development concept. This delay, however, allowed us to visit
the site and evaluate the practicality of the design. We offer
the following comments:
1. Topography. The proposed site is characterized by severe
topography. Site inspection raised serious questions as to
whether the proposed plat arrangement can be properly
engineered without bringing in fill. Without a detailed
grading plan, it does not appear that the grade balancing
can be done by just contouring the site.
2. Street Patterns. Review of the proposed street pattern with
the City Council indicated that they agreed that a street
connection from Osgood may be detrimental to the residential
site. We will require a future street extension to the east
to provide future access to the NSP property.

3. Street Right -Of -Way. The City will require streets serving
the East Oaks PUD `to meet City right -of -way and construction
standards. The City Council expressed concerns over
service, truck, and emergency vehicle access.

4. The lot size, lot width, and setbacks from lot lines, street
rights -of -way, and other buildings must meet the R -B
District and PUD standards.
If you choose to proceed with this proposal, the plat design
should be revised to give specific attention to the
aforementioned recommendation. Additionally, before any further
PUD review by the City will take place, the following information
- must be received.
1. Application for conditional use PUD and subdivision.
2. Existing topography and site drainage.
3. Grading plan to show future grades and drainage.
4. Grading should relate to the adjacent properties.
5. Grading plan must outline cut and fill areas, fill
deposits, and erosion control.
6. Utility plan, sanitary sewer, water system, and storm water
drainage.
Due to the several topographic conditions and the extent of
vegetation removal, the above information is required to
determine if this is a feasible project.
