Kin Ash Disposal Facilit In our meetin with y our Cit Administrator, Mr. Thomas Melena, this mornin it was determined that the soil berm which we have started constructin adjacent to the active operations is part of the activities permitted under our conditional use permit. The portion of the plan in q uestion is the fill proposed in the Northwest corner of the site which would be placed over an area that was previousl closed. This work has not been started and we are holdin up an activities in that area until we receive the proper cit permits. Respondin to the items hi in y our letter, we would like to provide the followin information for y our consideration. The reference to "more stora within the soil column" pertains to the increased effectiveness of the cover from the proposed fill b increasin the amount of infiltration water the soil will retain prior to comin in contact with the liner. The thicker the cover soils, the more void space available within the soil column and the more water the cover can hold. This retained water is then available to the surface ve durin times of drou The MPCA reco this benefit when the considered approval of this plan. • The runoff from this area currentl travels Northwest where it enters the cit stormwater s that dischar to the wetland South of the site. We propose to reverse the draina to the south where existin draina ditches route the water to the detention pond on the Southwest corner of the site. The shallow slope proposed for the area and lon travel distance to the pond make it unlikel that the pond capacit will be exceeded for the re 10 y r/24 hr storm event. We will comply with the city zoning ordinance and limit fence heights to 6 ft. We understand the City Engineer is reviewing the plan on an expedited basis. We will work with him to resolve any questions he may have regarding this plan. 0 As of today, we have applied to the City for a grading permit. The E -mail from the MPCA is attached. We met all of the conditions outlined in the conditional approval. We have received verbal approval to proceed and are waiting on written approval. We appreciate your quick response to this issue. We believe that the plan is in the best interest of the city and will provide a part of the fill required for future development of recreational facilities.
