Mark, below is a list of dates with events that occurred at the NSP fly ash pit. November 29, 1999 I was directed by Tom Melena to investigate the site to see if NSP was in the rocess of moving ga trailer and pole barn. Upon arriving on site I observed that the trailer was located at the north - west section of the site and the pole barn approximately 100 yards south of the trailer. At this time I found Semple moving company in the process of raising the pole barn structure and placing it on steel g eelI- beams in preparation for moving the structure. I informed Darrel Knutson, site supervisor for NSP that a permit was required to move and relocate ocate the pole barn structure and that I thought the construction trailer would have to be moved off the site per requirements of our zoning ordinance. He informed me at that NSP intended to move it off the site. I had a Stop Work notice in hand which stated a Building Permit was needed rior to moving the g e building. I wanted to revise this to include that a site plan showing the future location of the e structure, set backs, building plans, and footing design. Wanting to have a copy of the revisions, I py , asked Mr. Knutson to follow me back to City hall to pickup a permit application form. I revised the e stop work notice, copied it, and 1 asked that he post the stop work notice on the ole barn. I again advise Mr. Knutson that no further work was p g to be done until I issued a building permit. On this same day we did receive the contractor's licensing application from Semple movers along g with a set of site plans identifying the future location of the pole barn. November 30, 1999 I reviewed the submitted plans and found that the footing design did not comply with the � p�' requirements of the Minnesota State Building Code. The plans also indicated that NSP intended to move the construction trailer to a site adjacent to the proposed location of the pole -barn. I contacted Mr. Semple to inform him that I could not issue a permit until these issues were resolved. TREE CITY U.S.A. December 1, 1999 I went to the site to investigate the footings. The contractor on site worked for the company that did p y the footings for the structure. I'm sorry but I do not have his name or the name of the company, but I could probably obtain this information from Darrel Knutson if needed. I questioned the depth of the footings because they were less than 42" below grade. The contractor informed me that the support posts of the pole barn were approximately 24" and that NSP would be building up the grade around the building. At this time I also informed this contractor that the buildings were not to be moved until a permit for such was issued. On this same day NSP moved the Construction trailer to the East entrance of the ro e p p rty• After our staff meeting I notified Darrel Knutson that NSP would have to obtain a CUP to relocate the pole barn and the construction trailer. I requested that he stop at City Hall to obtain the application and he did pick up a development packet from Julie Hultman in the afternoon of December 1, 1999. December 6, 1999 Mr. Semple from Semple's Moving Company arrived to pick up the permit. He informed me that the building had been moved on Saturday, December 4 He also stated that a neighbor had approached his workers during the process of moving the structure. Mr. Semple informed me that NSP had contacted him on Friday and said he could proceed with moving the pole barn. On this morning I told Mr. Semple that I could not issue the permit. He apologized for what happened and informed me that he would not be doing anything further in moving the buildin g until a permit was issued. He also stated that he would be contacting NSP to inform them of the same.
