The Plannin Commission, at their March 9, 2000 meetin voted to recommend
approval of the variance and site plan for the addition of coolin towers and an
electrical e facilit at the A.S. Kin Plant. A variance is bein re
in that the coolin towers are proposed to be 61 feet in hei The buildin
hei maximum for the 1, Industrial District is 45 feet. Site plan and Desi
Guideline review is also re for an ma pro re a buildin permit.

The Plannin Commission recommended the variance and site plan with minor
chan to the conditions of the March 1, 2000 plannin report as follows:
1. A variance is g ranted to allow construction of the towers to not more
than 62 feet in hei
2. Additional trees and landscapin or appropriate screenin as a
to b the Cit Staff is provided between the coolin towers and the
man-made channel. Specifications and locations of trees and
landscapin shall be sub to review and approval of the Cit
Arborist.
3. Written approvals are received from the Corps of En
Minnesota Pollution Control A and the Department of Natural
Resources for the proposed NSP structures.
4. The Cit will not re conformance with the Desi Guidelines for
the coolin towers and electrical e buildin

5. The cooling towers and electrical equipment building shall comply with
all Uniform Building Code requirements subject to Building Official
approval.
6. Any other conditions of City staff, the Planning Commission, and City
Council.
