City Hall Facility Update - June 2008
On May 13 2008, and following numerous public hearings, the City Council did
pass a resolution authorizing the issuance of $6.3 million dollars in 20 -year
general - obligation bonds to fund the construction of a new City Hall Facility and
which will replace the 35+ year -old facility located at 14168 Oak Park Blvd. This
action was selected in favor of investing at least $2.5 million dollars to rehabilitate
the current facility or at least to invest $5.1 million dollars in a renovation and
cxpa-ncion, asexpansion, as these options did not provide long -term solutions for
space deficiencies or provide maximum building efficiency for dollars invested.
The City's Council's decision did concur with the final recommendation issued by 1
the Citizen's Advisory Committee as being the most cost- effective, long -term
solution. The City Council also determined that the City will save significant
dollars in the long -term if it moves forward with this project at this time because
of the current and historically low interest rates and because the construction
market has slowed, which will likely result in very favorable bids.
At this time the City has not prepared any particular design nor has an exact
location of the new facility been determined. it is anticipated that the new facility

will be working with Architect Randy Engel from Buetow & Associates to forge a
Schematic Design for the proposed facility and which will basically provide a full
layout and general picturcdepiction as to what the structure will look like. It is

With the issuance of these thic $6.3 Million bBonds, it is estimated that the
property ininAnt fnr homeowner with a property valued at $200,000 will be
approximately $787.00 per year over the twenty years. The City however has
recently taken steps to fully abate and offset this cost to most property owners for
the foreseeable future by absorbing the cost of garbage collection into the City's
general fund and which will save approximately $93.00 per year to most

City Hall Facility Update
Since January of 2007, the City Council has been examining the possible
renovation /expansion or replacement of the Oak Park Heights City Hall Facility.
The current facility, originally constructed in the late 1960s is aging and several
updates are likely to be needed in the near future including replacement of the
roof and HVAC systems, meeting handicap accessibility standards and other
code compliance issues related to exterior use and storage. There remains an
additional need for as space for public works and police operation.
Cost estimates rage widely from $2 million for a renovation and small expansion
to $6.5 million for a new facility. A 6.5 million dollar project would result in a
$ per year property tax increase on a $200,000 home, while a $2 million
dollar project would result in a $ per year property tax increase. The City
Council is highly concerned with these amounts and has already taken the
opportunity, to offset all or a lame portion of this property tax increase via
elimination of your Garbage Bill". and which will save the typical homeowner
