HomeMy WebLinkAbout2009-01-08 PC Recommending Resolution (unsigned) • • A RECOMMENDING RESOLUTION OF THE PLANNING COMMISSION CITY OF OAK PARK HEIGHTS WASHINGTON COUNTY, MINNESOTA A RESOLUTION ESTABLISHING FINDINGS OF FACT AND RECOMMENDING TO THE CITY COUNCIL THAT THE REQUEST BY THE CITY OF OAK PARK HEIGHTS FOR THE CONSTRUCTION OF A NEW CITY HALL BUILDING AND EXPANSION OF THE PUBLIC WORKS FACILITY REQUIRING CONDITIONAL USE PERMITS FOR OPEN AND OUTDOOR STORAGE, PROOF OF PARKING, AND BUILDING HEIGHT, AS WELL AS SITE PLAN AND DESIGN GUIDELINES REVIEW FOR THE MUNICIPAL CAMPUS AT 14169 OAK PARK BOULEVARD SHOULD BE APPROVED WITH CONDITIONS WHEREAS, the City of Oak Park Heights has received a request from the City of Oak Park Heights for the construction of a new City Hall building and expansion of the Public Works facility requiring conditional use permits for open and outdoor storage, proof of parking, and building height, as well as site plan and Design Guidelines review for the municipal campus at 14168 Oak Park Boulevard; and after having conducted a public hearing relative thereto, the Planning Commission of Oak Park Heights makes the following findings of fact: 1. The real property affected by said application is legally described as follows, to wit: SEE ATTACHMENT A and 2. The applicant has submitted an application and supporting documentation to the Community Development Department consisting of the following items: SEE ATTACHMENT B and 3. The City Council of the City of Oak Park Heights in May 2008 passed a resolution authorizing the issuance of bonds to fund the construction of a new City Hall, expansion of the Public Works facility, and associated site improvements; and 4. The City has retained Buetow and Associates as the project architect and Larson Engineering as the project engineer, which have provided site and building plans for review; and 5. A conditional use permit is required to allow for the City Impound Lot and the Public Works storage area to be constructed as fenced open and outdoor storage; and • • 6. A conditional use permit is required to allow proof of parking for a portion of the stalls required by the Zoning Ordinance; and 7. A conditional use permit is required to allow the front entrance rotunda to exceed the maximum height of the main building by more than five feet; and 8. Site plan and Design Guidelines review is required by the Zoning Ordinance for any major public or private development project; and 9. City staff prepared a planning report dated December 30, 2008 reviewing the requests; and 10. City staff recommends in the December 30, 2008 planning report that the requests be approved with conditions; and 11. The Planning Commission held a public hearing at their January 8, 2009 meeting, took comments from the applicants and public, closed the public hearing, and made the following recommendation: NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION FOR THE CITY OF OAK PARK HEIGHTS THAT THE PLANNING COMMISSION RECOMMENDS THE FOLLOWING: A. The application submitted by the City of Oak Park Heights for the construction of a new City Hall building and expansion of the Public Works facility requiring conditional use permits for open and outdoor storage, proof of parking, and building height, as well as site plan and Design Guidelines review for the municipal campus at 14168 Oak Park Boulevard and affecting the real property as follows: SEE ATTACHMENT A Be and the same as hereby recommended to the City Council of the City of Oak Park Heights for approval with the following conditions: 1. The City Council shall approve the final materials and colors of the fencing and gates for the City impound lot and the Public Works storage area. 2. The driveways and traffic circle design shall be subject to review and approval of the Police Chief and Fire Marshal. 3. The stormwater plan for the project shall be subject to review and approval of the City Engineer and the Middle St. Croix Watershed Management Organization. 4. The utility plan shall be subject to review and approval of the City Engineer. 2 • 5. The trash/generator enclosure shall be moved approximately five feet to the west in order to allow additional landscaping. The final location of the enclosure is subject to the location of a fiber optic line. 6. The City Council shall approve the final fixture design for the parking lot lights. The concrete base heights shall be minimized to less than one foot in height. 7. The City Council shall consider options for the two traffic circle islands, including trees, landscaping, flag poles, or public art piece. 8. The traffic circle bollards shall be of a decorative design. 9. The City Council shall determine the final building design, materials and color selection. 10. The landscape plans shall be subject to review and approval of the City Arborist. 11. Any additional signage proposed for the site or buildings shall be subject to review and approval of City staff. 12. The electric generator shall comply with all MPCA standards for noise. Upon installation, any noise issues shall be mitigated by the City with appropriate sound buffering. Recommended by the Planning Commission of the City of Oak Park Heights this 8 day of January 2009.
