RE: City Plat Map Update Review
Gentlemen:
As authorized, we have examined the difficulties associated with updating the official
City Plat Map. An examination of the County Surveyor's office records indicates that
we can easily add all the major parcels recorded in the City over the last six years.
A proposal /contract indicating our anticipated services and costs is attached. If the
City wishes to undertake the project as described therein, one copy should be signed
and returned.
In our examination, we became aware of four basic types of inaccuracies which should
be dealt with. They are:
1. Highway 212, when it was last improved, took substantial amounts of rights -of-
way which were never recorded on the official plat map. Similarly, within the
rights -of -way there are recorded Tots which should be vacated. When (or if)
we get into the project we will find out how difficult this will be to correct
and advise you.
2. Several streets have been either vacated or platted in the City which the County
Surveyor's office has not received orders or notices to add or vacate on their
records. The City Attorney should be asked to identify the correct procedure
(possibly a collective public hearing on all of these) to officially reconfirm the
street plats and vacations and then see to it that these official actions are transfered
to the County and recorded.
3. Since the County never made half section maps for the areas north of Highway 212
and no replats or vacations have been filed, we have no comprehensive reference
to indicate what changes to record in this area. We shall try to collect and record
all minor subdivision transactions, but cannot comment on any discrepancies
between City approved parcels which are not recorded at the County since we
have no comprehensive cross reference. In dealing with this problem, we just
encourage the City to note any observed inaccuracies when they become apparent
and have the plat map updated every year.

4. On the County half sections for the west part of town, the County does
not show the City as having annexed as much of Baytown Township as we
or you had thought. This is serious enough to request the attorney to look
into.

Despite these inaccuracies, we encourage you to initiate the map update. Once
we get underway, we will point out problem areas for official action. We do believe
the street plat and vacation problems mentioned in 2 and the City boundary issue in 4
of this letter are serious enough to warrant immediate action.
