MEMORANDUM TO: Alan Brixius /Scott Richards FROM: David Licht DATE: 23 January 1991 RE: Oak Park Heights - Comprehensive Plan Amendment - School Site Annexation Area FILE NO: 798.02 With the completion of the hearing in front of the Municipal Board and their anticipated favorable reaction, we need to pursue immediately organization for the Comprehensive Plan amendment which must be filed with the Metropolitan Council. This effort will require close coordination with Bonestroo's office and we will also have to make a concerted effort to document land needs equal to that which will be brought into the City as part of the annexation. In attempting to justify the area in question, I believe we will have to analyze the growth rates of Stillwater Township, Baytown Township, Stillwater, and possibly Bayport. We should have information on Bayport in our files given some annexation work which we did one or two years ago. I am not certain whether this will be of value to us, but we at least need to be aware of what their situation is. It is my hope that by taking a larger perspective, we can document demand within the Oak Park Heights/ Stillwater freestanding growth area and subsequently, translate this into projections of increased development for Oak Park Heights. I believe our annexation study report did a good job at initially identifying factors which would project an expanded development potential. We need to enhance these to the extent possible. I believe it also appropriate that one of you do a memo to Ms. Wilson requesting authorization to begin work on the Comprehensive Plan prior to our initiation of any major effort. Please keep me posted on any events affecting this matter.
