VIERLING January 8, 1980 Mr. David Licht MIDWEST PLANNING AND RESEARCH 416 East Hennepin Avenue Minneapolis, Minnesota 55414 Re: The City of Oak Park Heights Consolidation Study Dear Dave: Thank you for your letter of January 3, 1980. Due to time limitations, Mr. Seggelke, Mr. Lang, and myself have conferred and have rewritten the preliminary study in a form which we think will be acceptable to the City of Oak Park Heights. I think many of the changes that we put into the report reflect concerns on your part, specifically in noting that the report in itself was preliminary at best and can only serve as a basis to initiate a more further and complete study of the entire subject. Also it was the intention of the City of Oak Park Heights in entering into this type of study that more serious consideration be given to boundary alterations through use of annexation, as opposed to merger between the communities. The City of Bayport was included only as a courtesy because it was felt that there would be some portion of the township which the City of Oak Park Heights would have no justifiable interest in and which could possibly serve Bayport. It is the impression of Dick Seggleke, Jack Lang, and myself that the Metropolitan Council's study in this matter was grossly inaccurate, and unless we can change the tenor of that study to focus upon annexation boundary adjustment as opposed to • Mr. David Licht MIDWEST PLANNING AND RESEARCH 416 Hennepin Avenue East Minneapolis, MN 55414 Page 2 consolidation boundary adjustment, it is very likely that the entire committee will be disbanded, and we will return to the relationship that we had with those other communities before this committee ever commenced its investigations.
