Drawing.pdf Subject: RE: Cover Manor Hey Scott — The City has no file record of the CUP or an amended CUP nor do I believe one was recorded. I found an early note in the margin of some minutes from LaVonne Wilson that stated "Torrens cannot record — land only." I ran this by Mark V. in August to see if he had anything in the way of a document for the Inn. His response was that he believed Mr. Dougherty should have a copy of the document(s) and if nothing else, we could reconstruct the CUP from the Minutes. Basically what I could find was that: • The City Council adopted the ordinance allowing a B & B as a conditional use in the R -2 zoning district on November 8, 1992. We actually have this document in the property file (unsigned). Current ordinance language shows the conditional use under R -1 which I presume came about when the neighborhood successfully petitioned the City for zoning change to R -1. • The City Council granted a CUP to operate a B & B to the Dougherty's on November 23, 1992. • An amended CUP was granted on November 8, 1993 to allow for on -site parking as per drawing presented. I do not show that we have a CUP for them. We amended the ZO in 2001 to allow for B &B's in the R -1, but did not process a CUP for him in that he was grandfathered and expected to make improvements in the near future.
