I have not seen any updated plans since our Site Plan Review Meeting on March 28, 2001 - at which time comments were provided by myself and other staff members. My only specific comment was to lower the curb and gutter to 941.50 (immediately east of the proposed trash receptacle enclosure area) and overland drainage route for storm water to enter the proposed pond from the internal parking area in large storm events. A letter dated April 18, 2001 from the Lower St. Croix Valley Watershed District (LSCVWD), formerly known as the Valley Branch Watershed District, lists 14 conditions imposed on DDD, LLC. Most of these conditions are general in nature (erosion control, seeding, rip rap, attempt to maximize green space and infiltration, etc....), however two of these conditions should be noted. These are: 7. The LSCVWD indicates the ponding area, all ditches and storm sewers should be covered by drainage easements granted to the City of OPH and therefore, the City's responsibility for maintenance. I agree with this in respect to the pond and ditch areas, however the internal storm sewer should remain privately owned and maintained. The ditches are most likely covered by the Memorial Avenue and 55th Street right -of -ways and site perimeter drainage and utility easements. The pond will require a drainage easement encompassing the 100 -year High Water Level of 940.3. 14. The LSCVWD has specific comments /requirements regarding modifications to the pond outlet structure. These comments need to be incorporated on the final plans. And lastly, does anyone remember the comments at the Council Meeting this site was discussed at ?? What was the final outcome of the Phasing of this development ?? The Mayor and/or Councilmembers had comments/suggestions regarding phasing the parking area(s) and curb and gutter, etc Dennis M.
