The 2011 Metropolitan SAC rate is $2,230 per unit resulting in the amount of $4,460 being due and payable to the City of Oak Park Heights for the additional SAC. This additional SAC is a result a change to Metropolitan Council SAC determination criteria that went into effect on January 1, 2011. The changes were not made retroactive to any determinations made prior to January 1, 2011. Specifically, the criterion for single restaurants was changed to 10 seats per SAC unit (instead of 8 seats /SAC for full service and 22 seats /SAC for fast food) The SAC determination for the above - referenced White Castle was made by Metropolitan Council on November 2, 2010 using the criterion for fast food restaurant service (see enclosed). This determination was applied to construction permit #2011 -00028 issued to Tech Builders on April 4, 2011 and paid for by White Castle Check 14581. Because the construction permit was issued after January 1, 2011, the criterion for SAC determination for single restaurants would apply to the project. An invoice has been enclosed for your use in remitting these required SAC charges. Upon receipt, I will issue you a supplemental permit to the construction permit, noting the charges and their payment. This project should be charged 2 SAC Units, as determined below.
