Control Section 8214 Dear Mr. Anderson: Thank you for the opportunity to review the revised plat and site plan for the L.owes development dated 12/23/05 with the changes discussed at the November I5, 2005 meeting with your company. The revisions met some of the permit requirements discussed, however the following items still need to be addressed for permit approval. Frontage Road Reconstruction: A. Mn/DOT permit will be required for the proposed reconstruction of the frontage road. As noted previously the roadway improvements will need to match the typical section, alignment and profile of the future frontage road of the St. Croix River Crossing project. The frontage road files were previously sent electronically and typical section has also been attached. The following items need to be modified to match. Reconstruct frontage road from beginning of construction at station 363+12.23 to the cul -de -sac at 80 Court. Curb and gutter revised to B624, per the typical section; Add curb and gutter on both sides of frontage road up to the cul -de -sac at 80 ' Court, including adequate storm water piping system; Label the eastbound lane as a thrulright turn, lane. Please contact Todd Clarkowski, Mn /DOT Area Engineer, at (651)582 -1169 with any questions regarding these issues. Traffic: It is important to note that the frontage road connection to Oakgreen Avenue is forecasted to operate at a Level of Service F with the construction of this development. There will be significant delay and queuing problems at this intersection until the new frontage roads of the St. Croix River Crossing are built. The signal on TH 36 and Oakgreen Avenue will maintain its current timing to minimize impacts to the trunk highway. The stop signs at the frontage road and Oakgreen Avenue will also be maintained. The submitted plan shows a new access east of Novak. Due to the existing and proposed operational problems the frontage road will experience from this development our agency strongly discourages any new direct access to the frontage road. Novak Avenue should provide the necessary and reasonable access that this parcel would need. Signing: We concur with your proposal to provide additional signing to direct your customers from the the level of service P intersection. But the proposed signing will require some additions. The signs located at the junction of Novak and 5 8th Street should have a double arrow and text for "via Oakgreen Avenue" and "via Norell Avenue" for both eastbound and westbound movements under the proposed TH 36 sign. There should be an additional sign at 58"' Street/Norell Avenue directing travelers to TH 36. There should be a sign cluster located near the junction of 58th StreetlNorell Avenue, westbound approach, with a "thru" arrow encouraging drivers to follow 58th Street to TH 5 to the west. An additional sign should also be at the Lowel's southeast access directing supply truck traffic and customers to TH 36. As a note, all costs of the signs will be the responsibility of the developer. Plat: The submitted plat is different along its north boundary from the Oct \OS &Nov \OS submittals. Between MNDOT Plat 82- 95(B17 -16 to B 15 -14) the 7 foot jog as well as a portion of 60th St easement near proposed Novak Ave No has not been identified as Mn/DOT right of way. This will need to be adjusted for the final plat. Please contact John Sutherland regarding this issue at (651) 770 -5008. As a note, a detail in the upper left -hand corner of plat sheet mis-identifies "EXISTING TH 36 RW LINE AS SHOWN ON PLAT 82 --85" by pointing to two nearly parallel lines a nominal seven feet apart. We still prefer to see the north line of 'V @OPH' plat identified as common with the south line of MNDOT Plat 82 -95, not 0.05 feet away which is a trivial distance and well within normal survey tolerance. Oakdale, Minnesota 55128 Phone: (551) 779-5007 ..drainage: A Mn/DOT Drainage permit will be required The permit application must be accompanied with the following information as well as address the items identified below with the reconstruction of the frontage road. A grading plan showing existing and proposed contours; Drainage area maps showing existing and proposed drainage areas with directional flow arrows; Drainage computations for pre and post construction conditions during 10 and 100 year events; An electronic copy of any computer modeling used for the drainage computations. Frontage Road Drainage Items: f Catch basin and pipe details; ✓ Erosion control measures; Perpetuate drainage flow on the south side where curb and gutter will be added; Determine the impact to existing culverts and their ability to accommodate increased flow; ✓ Determine the impact on the drainage system to the outlet on the north side of TH 36. The current models do not address anything beyond the existing culverts. The analysis should include information about the existing ponds in the southwest corner of TH 36 and O akgreen Avenue identifying who owns them, the impact of higher flows, and potential flooding problems due to an increased flow and decreased Tc; f Updated computer modeling for these computations. Reconstruction of the frontage road should also be included with any other permits that the Lowe's developer must obtain for stormwater quality and quantity, including NPDES. As noted above, a Mn/DOT Drainage permit and a Mn /DOT permit to work on our right of way will be required. In addition, an access permit would be required for any new access to the frontage road, however this is highly discouraged. The information noted above will be required as part of the permit application. Permit forms are available from MnDDT' S utility website at www.dot.state.mn.us/tecsup/utilit y .Please direct any questions regarding permit requirements to Buck Craig (651 -582 -1447) of MnDDT'S Metro Permits Section. As a reminder, please address all initial future correspondence for development activity such as plats and site plans to: Development Reviews Mn/DOT -- Metro Division Waters Edge 1500 West County Road B -2 Roseville, Minnesota 55113 Mn/DOT document submittal guidelines require three (3) complete copies of plats and two (2) copies of other review documents including site plans. Failure to provide three (3) copies of a plat and/or two (2) copies of other review documents will make a submittal incomplete and delay Mn/DOT's 30 -day review and response process to development proposals. We appreciate your anticipated cooperation in providing the necessary number of copies, as this will prevent us from having to delay and /or return incomplete submittals.
