Dear Ms. Milush:
The City is in receipt of your application materials submitted on May 26, 2011 for a
remodel of the Applebee's at 13625 60 Street North, Oak Park Heights. The
application consists of a request for a Site Plan /Design Standards review. With this
letter we are notifying you that the application is not complete. The City will deem it
complete with receipt of the following items by June 22, 2011:
1. Please provide a narrative explaining the project and the changes to be made to
the restaurant.
2. A building materials board will be required for review by the Planning
Commission and City Council. This could be provided next week or at the
meetings.
3. The awnings with the apple logo, the lit eyebrow detail above the doors, and the
LED accent lighting will not be allowed. Please provide alternate plans with
these items removed.
4. Please clarify if there are any site .changes to the property including parking lot,
landscaping, or parking lot lighting.
5. Provide the dimensions and square footages of the existing pylon sign.
6. Clarify if any of the screening for the mechanical equipment is to be changed or if
any new mechanical equipment is to be added.
7. Please clarify if the numbers of seats in the restaurant will change.

8. Provide a location for a bike rack.
9. An eight foot bike trail and pedestrian ramps will need to be added by Applebee's
on the south side of the frontage road of 60 Street. A connection from the trail
to your customer entrance will need to be included on your plans for the bike trail
and constructed as a condition of the approval for the remodel.
Staff reviewed the application materials at a meeting on June 15, 2011. It was noted
that the apple logo proposed for each of the awnings will not be allowed in that each
would constitute a sign under the provisions of the Zoning Ordinance. Please provide
alternate awnings without the logo as part of this application. Additionally the lit
eyebrow detail above the entrances and the LED accent lighting would not be allowed.
We would invite you and your representatives to a staff meeting on June 22, 2011 at
10:30 AM at City Hall to discuss these issues and address any questions you may have.
If all of the application materials are submitted as requested, the Planning Commission
would consider the application at a meeting scheduled for July 14, 2011 at 7:00 in the
City Hall Council chambers.
Pursuant to Minnesota Statutes 15.99, Sub. 3(f), the City of Oak Park Heights is
herewith extending the period of time for agency /city review of the application for an
additional 60 day period (for a total of 120 days from the date of a complete application)
inasmuch as the City has determined that additional research and study by the City staff
relative to the complexity of the project as proposed will be required.
