Cross Connection with Wal-Mart

We have reviewed the revised construction plans we received on October 20, 2006 for
the cross connection between Lowe's Store and Wal-Mart, as submitted b Ozark
En Inc. Followin are our comments and recommendations if the cross
connection proceeds and Norwich Avenue is extended.
General Comments
1. It has been determined that Norwich Avenue North will be constructed in
2006 per the ori plans bid b the Cit (the "hook" into Wal-Mart). The
extension of Norwich Avenue would be reconstructed b the developer per
Cit Standards. The Cit would be inspectin the reconstruction of the
roadwa anal. all costs associated with the in.5pection would be paid for b the
developer.

1. From the cross connection north to the 4-wa intersection the drawin show
Norwich Avenue sheet drainin across to the east (i.e. west curb hi than
east curb). This is partiall a public roadwa and therefore the Cit will
re a centerline crown in the road with 2.0% cross slopes. As such, a
catch basin will need to be added on the west side.
2. The existin top of curb elevation on the south end rad for the entrance into
Lowes is 944.95. To minimize disturbance at the 4-wa intersection durin
construction it is recommended that the new road elevations tie into this
existin elevation.

3. Verify with Wal -Mart the existing elevation of their parking lot at the
proposed 4-way intersection and show these elevations on the drawings. At
this location Wal -Mart currently has curb and gutter parallel to Norwich
Avenue. There are several modifications that will be required at the new
Wal -Mart entrance including, but not limited to, the removal of the "'hook"
into Wal -Mart, the removal of concrete curb and gutter, new concrete curb
and gutter radius, new concrete driveway apron per city standards and
repainting of Wal- Mart's parking lot. These items should be shown on the
drawings.
4. The street name should be changed to Norwich Avenue North.

1. Detail 2- Heavy Duty Asphalt Paving should be changed to reflect the typical
section on Norwich Avenue:
