4. CDBG
TO: City Council Members FROM: Eric Johnson, City
WEEKLY NOTES...112./04
Various Develop Items:
There has been a project submitted for concept plan approval to develop the site directly in front
of the EAST OAKS development - next to Club Tara. The proposal calls for 32 condominium
units and two small office facilities. The packet as submitted was incomplete and has since been
forwarded to Scott Richards for further analysis and response. This property is encumbered by
several easements, including a City sewer easement.
Menards: The City must make a decision for approval/denial at its January 13 2004 Council
Meeting. Staff has been waiting for the traffic study from Bob Brackey and it has been received.
Dennis Postler and Scott Richards are providing the proper analysis.
KFC/Taco Johns: We currently working on assembling the DA, PUD and Plat documents.
Hopefully all will be completed by Jan 15 2003. We are awaiting feedback from their
developer.
Hecker - Amoco Site
The CUP has been mailed to Mr. Hecker for his signature. Compliance on lighting is due by Jan
15 2004
MERP Resolution / Lobbyin2 Funds

letter. Also, included for your file is the letter sent to Mr. LeClair and Mr. Lipman regarding
lobbying.
As approved by Council on 12/30/03, the City will be submitting two CDBG applications to the
County for 2004 funding. These are due Monday January 5 I will copy Council on final draft
next week as 1 am still working on completing these.
5. Sprint 1 Cellular Antennae
Please note the letter to Jay Scott outlining a timeline and process regarding the transfer of the
Water Tower property to the City in exchange for the Driveway area off Nora. This is needed
for the ultimate placement of cellular antennas - via rental space. Mark Vierling and I have been
working on preparing a draft lease between Sprint and the City. This lease will require Council
approval - perhaps the lst meeting in February.
To date, the City has made no commitments or assurances for any portion of this project.
