Re: A -1 Maintenance Conditional Use Permit
I have enclosed several items relating to the A -1 Maintenance
Conditional Use Permit. Those are;
1) A packet of information (Enclosure 9B) provided by owner Jon
Nelson.
2) A copy of surveys (Enclosure 9C) Jon Nelson did of some
nearby property owners which includes their comments about his
business.
3) A copy (Enclosure 9D) of the Permit issued 11/15/94.
4) A copy (Enclosure 9E) of the planners report on the original
application.
Recommendation: Mr. Nelson has made large strides toward
bringing his property into compliance since the Council scheduled
the public hearing. If the Council is satisfied that Mr. Nelson
is willing to complete the remaining work necessary to come into
compliance with his permit, I would recommend he be given a
period of time to finish the remaining work, with any action on
the permit tabled until that time.

To City of Oak Park Heights Council Members:
This letter is in regards to our Use Permit for the property located on 5845 StageCoach Trail. The
following is a list of the issues regarding this use permit.
• Dumping on the grounds of A -1 Maintenance, Inc.
• All Dumping has been clean fill which has been approved by the City of Oak Park Heights to
prevent erosions problems around the facility.
• Please see attached receipts of payments made to Buberl. (The place where we dump
composting and brush.)
• Delay in driveway
• Jim Butler and Michael Robertson were aware of that I was trying to purchase the adjoining
lot North of A -1 Maintenance, Inc.
• Please see attached copies of certified letters sent to Mr. Wellmen regarding the purchase of
his property.
• If the purchase was completed, I would have to have the lot filled which would result in heavy
damage done to the parking areas from all the heavy equipment and dump trucks driving
across the property of A -1 Maintenance, Inc. We would have to redo the driveway at this
time. I was hoping for a little leeway from the City Administrator so we would only have to
put in one driveway instead of two.
• Impact on Neighborhood
• I sent out a survey to all neighbors across the street that are directly impacted by the
environment of A -1 Maintenance, Inc. The results were positive. Please see the attached
copies of the surveys. Please note all surveys are signed.
• I also met with each neighbor to talk about any concerns they might have. I think you will see
the overall opinion is positive regarding the impact that A -1 has on the community.
• One issue that has already been addressed is the noise pollution. I have taken steps to decrease
this noise: moving different work stations in the shop and making sure doors are closed when
heavy mechanical work is being completed.
• Outside Storage
• A -1 Maintenance, Inc. grew over 75% in 1996. We are showing the same rapid growth in
1997. To keep up with this growth, we needed to purchase more equipment/trucks than the
facility could hold. This obviously caused concern to Mike Robertson and Jim Butler.
• We have acquired some off -site facility to handle the overflow. I would like to ask the City
Council to approve fencing running from North & South of the side of the building that would
block any sight of a trailer /vehicle having to be left outside
• I have moved my personal watercraft and it will not return to the facility.
Overall, our improvement to our facility has had a positive impact to 5845 StageCoach Trail. We have put
in new screen fencing, awnings, new garage doors & windows, landscaping, painting, and decade trees
taken down. Future improvements are planned for driveway, extended fencing, front gate, plumbing to
eliminate the satellite. Please see attached picture of other businesses in the area and compare them to A -1
Maintenance, Inc. There is no comparison for the short-time I have been there.
I apologize for the concern that I have cause the City of Oak Park Heights. All items on the special use
permit will be carried out unless I have direct written approval from the City Administrator. I extend an
open invitation to all City Council Members to visit the sight of A -1 Maintenance, Inc.
